The IAF brass have serious concerns about the fifth generation fighter, a plane the air force desperately wants because they are running short of aircraft (34 Squadrons at the last count). The concern s centre on the manner in which the project is being pursued. Senior serving and retired officers acknowledge the preliminary design has been completed to their satisfaction and the contract negotiations on R&D are progressing. But that's where it ends.

Infiltration, skirmishes and wars on the borders, terrorist attacks
in cities, the Naxalite menace, natural calamities, major accidents,
evacuation of expatriates from troubled foreign countries, humanitarian
aid to foreign countries, reconstruction and development in war-torn
friendly countries - the response to all these situations and many more,
demands large-scale movement of men and material. Often, secrecy is
essential; always, time is of the essence. Reliable airlift capability and
prompt action is the lifeblood of such missions. A timely airlift of troops
by the Indian Air Force (IAF) to the Maldives frustrated the designs
of a band of terrorists and averted a coup d'état in November 1988.
Operation Cactus was a shot in the arm for Indian diplomacy. In some
ways, India continues to gain from the stature thus attained. Airlift
capability is a powerful tool for pursuing foreign policy objectives
through employment of resources and capabilities. It has the power to
change attitudes and build perceptions.

Given the enormity of the U.S. national debt and the pressure to reduce Defense spending, surviving the forthcoming era of austerity will require innovative approaches to Department of Defense (DoD) organization and processes. Some of this innovation may require a reversal of previous efforts intended to improve effectiveness and efficiency within the DoD. Preserving operational capacity must be the top priority in any budget-reduction discussion. Unfortunately, the current approaches advocated within the Pentagon, on the Hill, and by influential Beltway think tanks call for reducing spending by trimming inefficient processes, eliminating end strength, and terminating costly acquisitions programs.

Despite price-tag increases, the new Ford -class carriers won't be a boondoggle, but a boon-because ultimately, bigger = more bang for the buck.
On 9 November 2013 the nation's newest aircraft carrier, the Gerald R. Ford , was christened and blessed at a time-honored ceremony in which the hull is first wetted by the special liquid of a bottle-now champagne-to give her good luck before launching her into the water. The Ford has been built at great expense, now estimated to be $12.9 billion inclusive of design costs. Some are surprised at the price tag and argue that it is unaffordable, and that the U.S. Navy and the shipbuilder must dramatically reduce this dollar amount if we are to continue to buy and build these ships. Now that we have christened the Ford and can see her, it is a good time to review why we built her, why three administrations-two Democrat (Clinton/Obama) and one Republican (Bush-43)-as well as seven Congresses (106th-112th) have initially approved not only the Gerald R. Ford (CVN-78), but also the John F. Kennedy (CVN-79), and the Enterprise (CVN-80).

India is poised to spend over USD 5.8 billion as part of the National Smart Grid Mission aimed to alleviate India's ailing power sector as part of its 12th Five year plan (2012-2017). The federal government sponsored Restructured Accelerated Power Development and Reforms Program (R-APDRP) is also focused on building ICT capability in the state electricity boards. Presently however, there is no power sector specific cyber security mandates or policies in India. The Stuxnet, Shamoon and Anonymous incidents have shown that cyber attacks can cause significant damage and pose a risk to National Critical Infrastructure. A lack of security planning as part of designing the Smart grids can potentially leave gaping holes in the country's power sector stability. The paper highlights key cyber security threats across the entire power sector value chain-from generation, to transmission and distribution. It is aimed at building the case for power sector specific cyber security regulations based on the experience of regulators in other critical infrastructure sectors like Banking and Telecom in India and power sector regulations internationally.

No nation can achieve great power status on bought out weapon systems and second hand technology. The provisions of offsets were first introduce by MoD in the Defence Procurement Procedure (DPP) 2005, for capital acquisition schemes exceeding Rs 300 Crores in order to garner foreign direct investment (FDI), Joint venture (JV), skill up gradations, manufacture repair and overhaul (MRO) etc., which in turn would bolster the military industrial capabilities.

While delivering the keynote address at the International Seminar on Defence Acquisitions on July 12, 2011, Defence Minister A.K. Antony accepted the need to impart training to the defence acquisition functionaries. Further, he agreed that a dedicated institute needs to be set up for the purpose. It is the first time that the training of acquisition staff has received the attention that it deserves as reforms in India's defence acquisition regime have so far been limited to procedures only. Overlooking the fact that any mechanism is as good as the people who operate it, professional competence of the personnel implementing the procedures was given little importance. The lack of a core of well-qualified and adequately-trained acquisition staff became the weakest link of the acquisition chain and this deficiency was first highlighted in an article that appeared in 2005 in Indian Defence Review.
