Hidden in this challenge with regard to energy security are great opportunities. Unlike many countries, India has a young population and therefore can reap the fruits of demographic dividend. With more than half of the India of 2030 yet to be built, we have an opportunity to avoid excessive dependence on fossil fuel-based energy systems and carbon lock-ins that many industrialized countries face today.

The Twelfth Plan must be guided by a vision of India moving forward in a way with emphasis on inclusion and sustainability while minimising downside effects on growth that would ensure a broad-based improvement in living standards of all sections of the people through a growth process which is faster than in the past, more inclusive and also more environmentally sustainable. So the immediate task before the economy is to make growth more inclusive where inclusiveness implies the fast removal of poverty, generation of employment and equitable distribution of benefits of growth and human capability development.

Terrorism is by no means a modern phenomenon. Over the last two decades and more, the world has had witnessed rapid expansion of global trade and reduction in tariff rates both through the multilateral arrangements under the WTO as well as various types of trade cooperation agreements including RTAs. And India as an emerging giant and an efficient economic diplomat meanwhile placed itself as a key player in expanding world trade as well as reducing the tariff rates that so far distorted the world affairs. Eventually she is increasingly becoming a harsh critic of developed countries which still are resorting to the use of non-tariff measures (NTMs) to protect their domestic home and industry.
