India’s independence in 1947 from the British colonial rule and its subsequent division into two nations – India and Pakistan - has sowed the seeds of continuing conflict between the two countries since their independence. The partition of India was primarily based on the religious divide between the two communities – the Hindus and the Muslims.

Summary/Abstract |
Following the end of the Cold War, South Asia has been in transition in a number of ways. Based on the Kantian tripod of democracy, economic interdependence and institution, this article assesses whether liberal peace has taken root in South Asia. It concludes that although an incipient liberal order may be discerned in the region, South Asia has yet to change fundamentally to become a zone of liberal peace. Particularly the Indo-Pakistani relationship remains frosty which constrains the building of a liberal order in the region.

Even as the world is debating implications of Pakistan's signalling that it has developed theatre or tactical nuclear weapons (TNWs), India's response, so far, has been implausible at best, and nonchalant at worst. At the political or strategic level, the Chairman, National Security Advisory Board, Shyam Saran has sought to make a case that India's nuclear weapons are not symbolic but are meant for deterrence. At the military or operational level, the Indian Army, most affected by this new weapon has adopted a dismissive and cavalier attitude. 'We are not sure if this is a bluff, and even if it is not, we do not envisage changing our offensive plans,' is the overriding sentiment at the Army Headquarters. Both stakeholders need to think carefully about a befitting and proportionate response to Pakistan Army's game-changer.

Should India talk with Pakistan's chief of army staff (COAS)? While most in Delhi will dismiss this idea as asinine, the US nearly pulled this rabbit out of the hat in December 2010.
Writing in his recent book, The Dispensable Nation, Vali Nasr, who was senior advisor to Ambassador Richard Holbrooke, the US special representative for Afghanistan and Pakistan, says that "Holbrooke had persuaded General Kayani to agree in principle to talks with India over Afghanistan and Afghanistan only." With this assurance, Holbrooke met the Indian diplomat (unnamed) over dinner in the US on 6 December 2010. According to Nasr, the Indian diplomat took this message to Delhi, and "shortly thereafter, a message came from Delhi that Singh (Prime Minister Manmohan Singh) had given the green light". The meeting never took place as Holbrooke died within a week.
