THE START of the 21st century can with good reason be considered a landmark in the development of Russian public diplomacy. After the difficult and unpredictable 1990s, the Russian leadership began to pay serious attention to creating a positive international image for Russia.

THE FEDERAL AGENCY for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation, or Rossotrudnichestvo, subordinate to the Foreign Ministry, is the youngest in the system of state executive bodies of the Russian Federation. In September, it will be four years old. Much has been done in so short a time: a regulatory framework for the agency created; the main thrust areas and, you may say, the work philosophy defined; a number of interesting projects launched on this basis; and an extensive amount of work performed to restore and expand the network of foreign representations.

IN SEPTEMBER, Rossotrudnichestvo, which I have the honor and pleasure to head, turned five. On September 6, 2008, under Decree No. 1315 of the president of the Russian Federation, the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation was established within the system of state executive bodies of the Russian Federation. In accordance with the decree, the new agency was established "with the aim of enhancing the effectiveness of state administration in the area of international collaboration" as a successor to the Russian Center for International Scientific and Cultural Cooperation (Roszarubezhtsentr) at the Russian Foreign Ministry.
