Summary/Abstract FOR MANY DECADES, Africa was and still largely is a continent "full of problems." The problems of resolving existing conflicts and preventing new ones, and eradicating poverty, disease, social inequality, and illiteracy have always been especially acute in the African agenda. By no means all of them are resolved, or resolved to completion. But recent signs from the African South bear witness to an optimistic and ambitious vision for its future. RSA as the most economically developed country in Africa, projecting itself as a regional leader, generates political impulses aimed at strengthening Africa's overall position in the world, promoting regional integration and consolidating African identity as such.

Summary/Abstract THE REGION OF CENTRAL ASIA was once a part of a vast zone of genesis, movement and mutual influence of peoples. Cities, states and empires were born and raised, reached their efflorescence and experienced decline. They fought and reconciled, united and broke apart. The people there were successful farmers and craftsmen, exporting their goods widely. They traded and, consequently, were in contact with members of different races and creeds, shared knowledge and experiences, and learned from each other all the best. The Great Silk Road passed there, spreading into myriad rivulets and encompassing vast expanses from Afghanistan in the south to areas of the Southern Urals in the north, and trade caravans flowed from east to west and from west to east, linking together Ancient Rus', Muscovy, Russia and the Chinese Empire with each other and with peoples who inhabited the Central Asian region.

Summary/Abstract The main tasks were defined as follows: to cushion the effects from the breakup of the USSR, preserve a certain degree of commonality and cooperation between the former republics and at the same time minimize the possible negative international consequences for security and stability in the post-Soviet area. The treaty was signed on May 15, 1992 in Tashkent by the heads of six states: Armenia, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan. It was subsequently joined by Azerbaijan (in September 1993), Georgia (in December 1993), and Belarus (in December 1993).

Summary/Abstract IN FRANCE, presidential campaigns and elections are always impressive and memorable events, the results of which extend for the next five years. No wonder, the public and the political class alike try to reassess the realities in an effort to arrive at more or less clear ideas on the key issues of the country's external and internal policies. The president is elected by direct general vote; each of the French citizens over 18 has the right to vote and, therefore, determine the outcome. This explains the high legitimacy of the president who enjoys wide powers, especially in foreign policy, under the Constitution of the Fifth Republic. People prefer charismatic politicians and brilliant personalities yet the programs of the contenders are no less important. In other words, the future of the country, at least for the next five years, depends on people's vote.

The IAEA's job is to ensure that signatories to the Treaty on Non-Proliferation of Nuclear Weapons (Non-Proliferation Treaty), which have no nuclear weapons, fulfill their obligations under the Treaty and not divert from their civilian programs in favor of military programs. The IAEA also creates the necessary conditions for these countries to get unhindered access to the benefits of nuclear technology for civilian purposes.

Is it now possible to talk of political, economic or humanitarian breakthroughs in cooperation reaching a higher level of interaction with the states in the post-Soviet space? G Karasin: The basic concept of Russia's relations with its immediate neighbors - I mean primarily the states of the post-Soviet space and integration associations involving Russia - has a long history. It's been an absolute priority of Russian foreign policy to foster bilateral and multilateral cooperation with the states within the CIS space. This postulate is enshrined in the Foreign Policy Concept of the Russian Federation. For us, it's not just words. The CIS countries are our closest, strategic partners. We have common objectives on promoting societal development, modernizing our economies, combating new threats and challenges, and achieving a more equitable world order.

Summary/Abstract It is true that Austria played a special role in the war. There is an earnest discussion of this subject in Austrian society with no so-called "awkward topics" barred. How come a seemingly backward country for decades suddenly turned out to be the world's second largest economy? In actual fact, we observe the natural result of a well-thought-out systemic policy of Chinese authorities and the hard work of hundreds of millions of PRC citizens over 30 years of reforms. What is the country's position in the European orchestra insofar as concerns the expansion of cooperation with Russia? V. Grinin: Taking into account the strategic nature of Russian-German cooperation, we would like to hope that the current strengthening of Germany's role within the EU - not only in the financial and economic sphere but also in building up the substance of a common EU foreign policy - will help advance Russia-EU cooperation in its entirety. It is also important to note that today on the majority of issues related to Russia-EU relations many EU countries to some degree or other orient themselves toward Germany's position. In any event, all of them seek to take it into account. This may open additional opportunities within the framework of the Russia-EU dialog.

Summary/Abstract President of the Russian Federation COLLEAGUES, As you know, today, Russia is observing a national day of mourning for those killed in the south of our country and in the road accident in Ukraine. This is a great tragedy, a great misfortune. I ask you to stand and honor the victims' memory with a minute of silence. (Minute of silence.) Thank you. Colleagues, I greet today the senior members of Russia's diplomatic service. Our first meeting took place in 2002, when we celebrated the Foreign Ministry's 200th anniversary. The decade that has passed since then has shown how useful and needed these regular and substantial discussions are. It is you and the people working under you who promote and defend our country's interests abroad on a daily basis, defend Russia's position, and help to increase its influence on the processes taking place in the world. The diplomatic service's current priorities were set out in the Executive Order On Measures to Implement the Russian Federation Foreign Policy of May 7, this year. The fast-changing situation in international relations makes it more imperative than ever to improve the work of the Foreign Ministry and other agencies involved in this area. What is important now is to provide rapid and professional analysis of events taking place and make timely forecasts. But let me add here that it is not enough to simply be passive observers and "follow developments," as the traditional bureaucratic parlance has it. Summary/Abstract In 2010, after a 23-year hiatus, a bilateral intergovernmental commission on trade, economic, scientific, and technical cooperation resumed its activities.
