Summary/Abstract FROM CONVOY GUARDIANS, through Cold War tensions, to partners in the Asia-Pacific, Australia-Russia relations have come a long way in 70 years. The relationship between Australia and Russia long pre-dates the establishment of diplomatic relations 70 years ago. It reaches back to the first arrival of a Russian vessel in an Australian port more than two centuries ago. It spans the conflicts of the Crimean War of the 19th century, and the World Wars and Cold War of the last century. In this century it has developed to include increased trade between our two countries; cooperation in the Asia-Pacific through APEC and the East Asia Summit; and cooperation globally through the G20 and the World Trade Organisation.

Do you think that this level has been achieved - if not what should be done to achieve it? Romano Prodi: I said that Europe had always grown stronger through crises because this is true. We have lived through many crises. Even from the political point of view we gained a lot: think back about the empty chair of de Gaulle. I mean France and the European meetings, other foreign policy disagreements, the Iraqi war. You know, every time there were two Europes; I can add many more examples of this.

From your viewpoint, which are our foreign policy priorities you would by all means include in this concept? A. Dugin: I can say that I'm doing appropriate studies as head of the Sociology of International Relations Department at the Moscow State University. This past spring, my team brought in a theory of multipolar world. This is a rather voluminous study whose provisions, I think, should be reflected in the doctrine. It is impossible to create a consistent foreign policy doctrine without explaining what a multipolar structure of the world is, without explaining what we mean by a multipolar structure of the world and how to form it.

Summary/Abstract IN RECENT YEARS, the relations between Russia and the United States have been developing under the sign of the "reset" that was initiated in early 2009 by Russian President D. Medvedev and U.S. President B. Obama The "reset" replaced an acute phase of confrontation. That was how the relations between our countries were described under the President George W. Bush's Republican administration in the U.S. Despite the highfalutin statements about partnership that were contained in joint Russian-U.S. declarations approved at the top level in 2002 and 2008. these relations, in the opinion of many experts, have dropped to the lowest point since the end of the Cold War. The culmination of that was the so-called Caucasus crisis in August 2008 when Washington openly took the side of the Georgian leadership that had provoked an armed conflict with Russia.

Summary/Abstract TODAY, THIS QUESTION is on the minds of politicians all over the world. Last September, it stirred up heated debates at the 67th Session of the UN General Assembly and was discussed at an informal Ministerial Round Table Discussion on the Responsibility to Protect: Deepening Our Commitment to Mass Atrocity Prevention initiated by a group of countries on the margins of the main event. The issue was pushed to the forefront by the recent and consequential changes in the world philosophy of crisis response brought about by the events on the international scene, the latest being the dramatic conflicts in Libya and Syria which shed a new light on the previous experience of conflict settlement. Opinions vary yet there is a more or less concerted conviction that it is the governments' priority to resort to preventive measures and to protect the civilians and that this should not be delegated to the international community. A group of predominantly Western countries accepts the above with a reservation that if preventive measures fail the international community should have the right to use force.

Summary/Abstract ON OCTOBER 2, 2012, the Parliamentary Assembly of the Council of Europe adopted a resolution on the monitoring of Russia. Our entire delegation voted against the resolution, since many of the provisions included in it are simply unacceptable for us. Well before the opening session, it had become clear that the resolution would be adopted in such a harsh and incorrect version and so I decided to postpone my trip to Strasbourg. Against the background of such a provocative document, I simply would not have been heard by European parliamentarians. And I wasn't going to talk about this resolution at all, not about a difference of opinions but about strategic priorities and ways to overcome really common threats. For this is the main reason why our countries and peoples unite and why there is the need for such platforms as PACE.

The theme of the Expo is "The Living Ocean and Coast: Diversity of Resources and Sustainable Activities. " But the first question I would like to ask you is not about the Expo but about politics. The year 2012 was an election year: presidential elections were held in Russia and parliamentary elections in South Korea. Have the changes in domestic political life affected the relations between the two countries? K. Vnukov: As for the Russian Federation and the Republic of Korea, I want to say that our relations are distinguished by their stability and do not depend in any essential way on changes in the domestic political situation. They have developed progressively and steadily.

Summary/Abstract MODERN RUSSIA perceives itself, thinks and acts mainly as a European power. Its "Europeanness" is not related to the status of its relations with the European Union or other organizations west of the Russian borders. Being a Russian European is not synonymous to thinking that there is no alternative to the policy of integrating Russia into some alliances and groupings created in the Atlantic part of the Old World after the end of World War II and before the breakup of the Soviet Union. In building its foreign policy Russia proceeds from the premise that its most developed and densely populated part is in Europe and that for the past three centuries its political, diplomatic, economic, scientific and cultural history has been connected, above all, to this part of the world. Russia - one of the largest components of European civilization - has spread it over millions of square kilometers from the Ural Mountains to the Pacific Ocean, bringing it not only to Siberia but also to the Far East and Central Asia.

Summary/Abstract THE SUBJECT OF RUSSIAN EMIGRATION to Brazil has been more than once discussed in various studies by Russian authors, by academic and sociopolitical journals. This is of course a subject rich in fact and opinion and it makes you ponder now and again over the cruel fate of Russia's human potential that became scattered around the world during the last century. Even so, I'd like to put aside the generally known facts and sources and look at this subject in the light of a faraway community in Brazil's southernmost state where one could hear for a hundred years or so and see young people who don't look like stereotyped Brazilians, sing Russian folk songs and do spirited ring dances on holidays.

Summary/Abstract IN JANUARY 2012, Russian President V.V. Putin repeated the famous remark by Chancellor of the Russian Empire A.M. Gorchakov (1856-1882) in the title of his pre-election article, "Russia Is Concentrating: The Challenges We Must Address." Noting the difficult situation the country has found itself in as a result of "the deep recession that followed the collapse of the totalitarian model of socialism and the disintegration of the Soviet Union," as well as in connection with the crisis related developments in the world economy, the author observed: "Russia is not a country that shies away from challenges. Russia is concentrating, mustering its strength and responding to any challenges in a fitting manner. It overcomes trials and always wins... It only depends on us how we respond to the present challenges and how we use our chance to strengthen ourselves and our position in the fast changing world."

The European Union stands apart from the rest by its sui generis status of a supranational* community determined, in the first place, by a wide spectrum of issues transferred to its supranational institutions. Having covered a long road of integration, it is still a developing supranational structure.
