Summary/Abstract Joint Publication 1-02, Department of Defense Dictionary of Military and Associated Terms,defines instruments of national power as ‘All of the means available to the government in its pursuit of national objectives. They are expressed as diplomatic, economic, informational and military’. At the September 2014 Wales Summit, the Supreme Allied Commander in Europe described Russia’s recent use of one of these listed means as ‘the most amazing information warfare blitzkrieg we have ever seen in the history of information warfare’.
