Summary/Abstract In order to achieve energy consumption targets, and subsequently reduce carbon emissions, China is working on energy strategies and policies aimed at actively increasing the consumption of natural gas-the lowest carbon energy of the fossil fuels, and to enhance the proportion of gas in total primary energy consumption. To do this, it is a necessary prerequisite that China must have access to adequate gas resources and production to meet demand. This paper shows that the availability of domestic gas resources are overestimated by China's authorities due to differences in classification and definitions of gas resources/reserves between China and those accepted internationally. Based on official gas resource figures, China's gas production remains low with respect to the projected demand, and will only be 164.6 bcm in 2020, far lower than the 375 bcm of forecast demand. The gap between gas production and demand will reach 210.4 bcm by 2020. Existing plans for the importation of gas and the development of unconventional gas will not close this gap in the next 10 years, and this situation will therefore present a severe challenge to China's gas security, achievement of targets in improving energy consumption structure and reducing carbon emissions.

Summary/Abstract The UK Government's Department for Energy and Climate Change has been investigating the feasibility of developing a national energy efficiency data framework covering both domestic and non-domestic buildings. Working closely with the Energy Saving Trust and energy suppliers, the aim is to develop a data framework to monitor changes in energy efficiency, develop and evaluate programmes and improve information available to consumers. Key applications of the framework are to understand trends in built stock energy use, identify drivers and evaluate the success of different policies. For energy suppliers, it could identify what energy uses are growing, in which sectors and why. This would help with market segmentation and the design of products. For building professionals, it could supplement energy audits and modelling of end-use consumption with real data and support the generation of accurate and comprehensive benchmarks. This paper critically examines the results of the first phase of work to construct a national energy efficiency data-framework for the domestic sector focusing on two specific issues: (a) drivers of domestic energy consumption in terms of the physical nature of the dwellings and socio-economic characteristics of occupants and (b) the impact of energy efficiency measures on energy consumption.

Summary/Abstract Energy ratings and national housing energy models are useful for energy policy evaluation and development, but limited empirical validation of energy demand estimates is available across residential sub-sectors. This study used data from a sample of over 2.5 million gas-heated dwellings in England from the National Energy Efficiency Data-Framework (NEED) to compare with estimates of 2012 gas consumption from the Cambridge Housing Model (CHM), a national energy stock model. The analysis quantified differences by dwelling type, size, and age band. It also compared variations in gas consumption from NEED dwellings with that expected from Energy Performance Certificate (EPC) bands.
