Summary/Abstract The primary objective of this paper is to trace the evolution of five-year development plans that have been formulated in Malaysia since the 1950s. Both internal and external factors have influenced the formulation and implementation of these plans. State bureaucracies played a crucial role in implementing the New Economic Policy in the 1970s. Economic reforms in the 1980s then reduced the independence of the planning bureaucracy by making bureaucrats more project-oriented and under the control of politicians. The corporate restructuring that followed the Asian Financial Crisis brought about greater involvement of corporate technocrats from Government Investment Companies (GICs) and Government Linked Companies (GLCs). Economic policy-making changed further under the Najib administration with increased centralization of development expenditure in the Prime Minister’s Department and greater use of private consultants. The current trajectory suggests a more centralized and flexible, but less transparent, approach to development planning.

Summary/Abstract Local governments are the bedrock for sound public administration because of their role in promoting bottom-up socio-economic development. Although Zimbabwe has made strides in ensuring citizens’ participation in local government processes, local authorities and other stakeholders still rely on the top-down approaches, marginalising the needs of the local citizens. The purpose of this paper is to determine the factors that affect the active participation of citizens in local governance in the Murewa District in Zimbabwe. Based on a multistage sampling approach, involving purposive sampling and stratified random sampling, interviews were conducted with 30 local government officials, while a questionnaire survey was administered to 396 citizens in four wards within the district. Complementary data were collected through focus group discussions and field observations. Thematic analysis was employed on data generated from interviews, focus group discussions and field observations, while the Statistical Package for the Social Sciences (Version 16) was used to analyse quantitative data from the questionnaire survey. The results show that more than 50% of the residents in the district felt that local government leadership side lined them in development planning. Some citizens reported that officials used development planning meetings to further their political agendas. The study recommends enhancement of citizen participation through citizen empowerment programmes such as educational and political leadership training programmes that transform the marginalised communities into autonomous communities that are capable of determining their own destiny.

Summary/Abstract This study examines the preparation and implementation of the District Medium Term Development Plans in four sub-district structures in the East Gonja District to ascertain the veracity or otherwise of the planning process as established by laws and regulations. Using qualitative approaches of focus group discussions, interviews and documentary analysis the study reveals that the process of development planning was not participatory and was short-circuited. This therefore renders the District Medium Term Development Plans ineffective and less responsive to the needs of the people and/or the communities in the district. Also, the sub-district structures, though operational, were ineffective as a result of low revenue generated from the low-economic activities in the district coupled with the delay of the release of and the inadequacy of the District Assemblies Common Funds (DACF). No doubt, the challenge of resource constraint for effective planning is evident. There is therefore the need for a deliberate policy strategy towards establishing an insulated fund to support development planning at the district level.
