| Summary/Abstract |
The notion of American decline, although now pervasive, is not entirely new. Current concerns need to be seen against a history of pessimistic assessments, as for example during the Great Depression, the post-Vietnam War era, and again in the late 1980s when fears of Japanese primacy and the rise of the European Union as a world power were widely held. Once again the United States needs to overcome serious problems, but much of the thinking and writing about the American future reflects a stubborn undervaluation of the country's resilience, fundamental strengths, and ability to overcome adversity.

Nearly one hundred countries, including the world's spacefaring nations, have formally agreed upon the principles set out in the 1967 "Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, Including the Moon and Other Celestial Bodies," more commonly known as the UN Outer Space Treaty. This document represents our global consensus on the fate and disposition of the rest of our solar system, of our galaxy's one hundred billion other stars (and their solar systems), and of the one hundred billion additional galaxies in the universe; it was all decided before the first moon landing.

Wow." This is the only word Tonje Brenna heard Anders Behring Breivik utter as he methodically killed sixty-nine of her fellow Norwegian Labor Party activists on the island of Utoya last summer. Brenna, the twenty-four-year-old secretary general of the Labor Party's Youth League, sat remarkably composed as she recalled every grisly detail of the massacre, which began around 5 p.m. on July 22nd. Ninety minutes before Breivik began his shooting rampage on the island, he had detonated a massive car in central Oslo's government district. That blast killed eight people, ultimately bringing the day's death count to seventy-seven.
