The Indian Ocean tsunami of 2004 exposed the Indonesia's then new president Susilo Bambang Yudhyono, a former General made modernizing the armed forces a priority of his administration, which is now half way through its second and final five year term. The country's 2012 defence budget of $8 Billion, up from $2.6 Billion in 2006, is the largest it has been- relative to GDP for 20 years.
