| Summary/Abstract |
In 2012 Mali faced a crisis disrupting nearly twenty years of democratization – a coup and rebel insurgency. This article investigates policy priorities amongst rural Malians living on the border of state and rebel-controlled territory during the crisis. While academic and policy-making communities have focused largely on Mali's recent and sudden regime and territorial breakdown, the villagers defined the crisis in terms of their unmet needs for public services and infrastructure amidst high food and water insecurity. Concern for the sudden ‘juridical state’ breakdown – the collapse of the democratic regime – was trumped by the focus on long-term ‘empirical state’ breakdown. Using recent Afrobarometer data on diverse dimensions of empirical statehood, we show that the problem of rural neglect emphasized by seminal scholars is persistent not only across Mali, but also across many African countries. The tendency of academics and policy makers to focus on the immediate or more volatile political problems of the coup and rebel insurgency facing the Malian state, while important, risks understating and underestimating the power of slow-moving crises of daily life that are more important to rural citizens.

Despite strong empirical evidence of the influence of religious brokers on political mobilisation in Africa, we know very little about the individual-level relationship between religious association and political behaviour. Drawing upon an emerging comparative literature on the effect of social service provision on political participation, this article asks whether Malian consumers of Islamic schooling are as likely to seize new democratic opportunities for electoral participation as their peers who send their children to public schools. Using an original survey of 1,000 citizens, exit polling and interviews, this analysis demonstrates that parents who enrol their children in madrasas are less likely than other respondents to report voting. Conversely, parents who send their children to public schools are more likely to participate in electoral politics.

| Summary/Abstract |
Mali has one of the highest migration rates in Africa, but we still know very little about the processes and drivers of migration – particularly in the context of the current political crisis. This article draws on 27 focus groups with 220 returnees and male youth respondents conducted in the summer of 2018. Respondents cite underemployment and the inability to provide for relatives as well as a feeling of hopelessness about a future life in Mali as drivers of migration. Returnees report that the voyage was more difficult than anticipated. However, even with knowledge of the significant risks they face, most (68%) returnees express a desire to try to migrate again: this is particularly true for returned migrants who failed in an attempt to reach Europe (89%). The research illustrates very different experiences for migrants attempting to reach Europe and those with goals of intra-African migration
