Summary/Abstract |
As a response to the Russian dominance of the EU's natural gas supplies and the EU's increasing gas demands, major gas pipeline projects are currently under way to enhance the EU's energy supply security. Oftentimes to raise financing and to allocate gas transportation capacities, auctions are carried out to allow gas shippers to book transportation rights.
In recent years, auctions have emerged as one of the most successful allocation mechanisms in the microeconomic theory. However, different auction designs can lead to different outcomes making the choice of auction design a decisive one, especially for divisible-good auctions. This paper seeks to give a formulation of an optimal auction design for gas pipeline transportation capacity. Specifically three different mechanisms are tested: (i) NPV allocation; (ii) pro rata allocation; and (iii) optimization. In addition, Nabucco is taken as a case study to empirically show results of such auction designs.
Results show that a trade-off between revenue optimization and fair allocation can be observed: allocation per optimization is the favorable auction design when revenue maximization is more important than fair allocation. On the other hand, pro rata allocation is the auction design to be chosen when fairness of allocation is considered most central.

There are huge reserves of gas in India's neighbouring region, about 42 per cent of the world's total. Gas is a fuel of advantage with a large demand in India. In Iran, one group believes gas should be exported while the other believes that gas should be used only for Iran's own needs. Alternative routes for the gas export pipeline have been studied in the past but government involvement has always led to delays. Now, however, rapid economic growth in India has led to an increased need for energy. Regional companies are increasingly capable so that there is no need to look outside the region for a task like this, and a lot of funds are available in the Gulf waiting to be invested in a project like this. Proper laws and regulations have to be adopted, and innovative financing will be needed. The pipeline will bring economic integration, will create jobs and promote trust between India and Pakistan

Summary/Abstract |
Russian energy policy is usually considered in the regional context - in terms of its energy power capability and strength vis-Ã -vis the EU and the post-Soviet states. This study shows that in order to understand Russia's energy power, even in the regional context of its relations with the EU, it is necessary to consider the impact of international changes in the energy sector. The oil and gas shale "revolutions" represent such a global factor of influence. Even if their consequences are not yet clear, they have already become an important challenge for Russian energy policy and power. This policy-oriented article, guided by neoclassical realism, analyzes what the shale "revolutions" mean for Russia's energy policy and its power capabilities vis-Ã -vis the EU, how the Russian political elite perceive this development and how Russia reacts to it. In this context, Russian power capabilities look more moderate.

This research article examines the rationale for Iran, Pakistan, and India entering into a trade agreement to meet their economic, political, and strategic needs as well as the constraints and challenges that still hamper such an agreement from realizing its full potential. Using the gas pipeline project as a case study, the issues of energy security (as the independent variable) and of economic interdependence (as the dependent variable) highlight the importance of cooperation among these countries.
