| Summary/Abstract |
Vietnamese ‘blue boats’ – small wooden‐hulled fishing boats – are now entering the territorial waters of Pacific Island countries and illegally catching high‐value species found on remote coastal reefs. Crossing several international boundaries and traversing a distance of over 5000 km, these intrusions have alarmed Oceanic countries, including Australia. Lacking administrative capacity as well as jurisdictional authority to effectively control the vast stretches of island coastlines individually, governments and intergovernmental bodies in the region have called for strengthened coordination of surveillance efforts while also pressuring Vietnam diplomatically. This paper reviews these latest developments and is the first to provide a focused assessment of the issue. Through the lens of Copenhagen School of securitisation theory, we analyse responses of national and regional actors and their portrayal in online media to understand how blue boats are constructed as a security threat within a narrative of maritime, food and human security. Arguably, Australia together with the Forum Fisheries Agency, who advise on the governance of offshore tuna resources, have so far acted most decisively – in a way that might see them extend their strategic role in the region. We propose a comprehensive empirical research agenda to better understand and manage this nascent, flammable and largely unpredictable inter‐regional phenomenon.

Renewed academic interest in the Middle Eastern border is inevitable with the marked increase in fortified territorial limits across the region and the appearance of new borderland spatialities in the sovereign margins of the war-torn Iraqi, Syrian and Yemeni states. If the consequent spectacle of displaced populations confronting state power at the international boundary seems a defining image, this article concentrates on two other dominant, less publicised but still relevant border representations from the recent past: territorial definition and its deterministic association with conflict in the northern Gulf and the resource-driven finalisation of the peninsula’s territorial framework. This follows consideration of the significance of the borderland in the region. The author reflects back here on a long record of research into these issues and argues that all of these contexts must be acknowledged in any balanced appraisal of the Middle Eastern border. The article comments on the challenge of extending regional approaches to the study of borders and – on the centenary of the infamous 1916 Sykes-Picot treaty – acknowledges that the Middle East region’s experience of international boundaries continues to be depicted as exceptional. Unsurprisingly, it will conclude that there is no one typical Middle Eastern border.

| Summary/Abstract |
This article analyses states' support for international norms relating to the location of international boundaries. The key norms relate to the legitimacy of the international use of force, the placement of boundaries relative to previous international boundary accords, the views of populations, and broadly accepted ethical standards. These norms have become stronger over recent centuries, but their relative strength has varied. In comparing the influence of these norms in territorial disputes, this study aims to contribute to the understanding of international territorial politics and of the evolution of state sovereignty. Of particular note is that self-determination and human rights have achieved some modest but historically significant gains since the end of the Cold War.

This article discusses the meaning of self-determination in its historical and contemporary contexts and examines the different options available for the accommodation of contested self-determination claims. Among these, the creation of a new state, arguably, is the most radical of options and one that has significant regional and global implications beyond the territory to which it is applied. Detailing these implications in relation to the case of Kosovo, we make a broader argument that, even if secession is one mechanism to resolve self-determination disputes, this does not do away with the need to continue exploring settlements short of secession as alternatives to changing established international boundaries.
