Summary/Abstract International organizations (IOs) have long been a central focus of scholarship in international relations, yet we know remarkably little about their performance. This article offers an explanation for differences in the performance of IOs and tests it using the first quantitative data set on the topic. I argue that the primary obstacle to effective institutional performance is not deviant behavior by IO officials—as conventional “rogue-agency” analyses suggest—but the propensity of states to use IOs to promote narrow national interests rather than broader organizational objectives. IOs that enjoy policy autonomy vis-à-vis states will thus exhibit higher levels of performance. However, in the international context policy autonomy cannot be guaranteed by institutional design. Instead, it is a function of (1) the existence of (certain types of) institutionalized alliances between IOs and actors above and below the state; and (2) the technical complexity of IO activities. I provide empirical evidence for the argument by constructing and analyzing a cross-sectional data set on IO performance—based in part on a new wave of official government evaluations of IOs and in part on an original survey of IO staff—and conducting a comparative case study in the realm of global food security.

Summary/Abstract The sharp increase in global food prices during 2007-2008 has triggered the awareness of food insecurity problems and their impacts on the low-income, food-deficient countries, many of which are located in East Asia. Protein and fat consumption are higher in East Asia than that of other regions, although the percentage of carbohydrates consumed is slightly lower than the world's average. Nevertheless, the food security situation in East Asia was good relative to other countries in the world. The food security in East Asia is largely contributed by domestic production. Despite of a doubled import of foods over the last decade to meet its ever-growing population, Asia remains the least dependent among all regions on food imports. However, the raised energy costs and grain prices due to increasing grain demand for biofuel purposes appeared to exacerbate the undernourishment of poor households in the region. While most of the government interventions focus on short-term measures such as reducing domestic food prices through trade or price control, the risk of facing a long-term food insecurity still exists, which may render national action inadequate and require multilateral cooperation.

Summary/Abstract This paper probes some of the global economic forces that have contributed to the ongoing precarious global food security situation, especially in the years since the 2007 to 2008 food crisis. Since the crisis hit at a time when global food production per capita was rising, it is important that policies addressing hunger incorporate dimensions beyond food production. There has been some acknowledgement of the role of global economic forces in the food crisis by global policymakers, but global food security initiatives still largely emphasize increased food production over other measures. The paper concludes that more needs to be done to ensure that the rules that govern the global economy--especially those regarding international trade, finance, and investment--do not work against the goal of food security.
