Publication 2013.
Summary/Abstract Afghanistan has turned into one of India's most complex foreign policy challenges -with conflicting regional and extra regional players upping their stakes in the country. With barely a year left for the international community's retreat from Afghanistan, there is serious concern over the shaping up of economic, social, cultural and political trajectories therein. Finding common ground with the Taliban has become increasingly elusive and neither the Afghan army nor the political clan is showing any convincing signs of the capacity to assume responsibility for security and integrity of the country.

Summary/Abstract Although there are positive signs of a big power playing an important and responsible role in a war ravaged country in its aftermath, China's foray in Afghanistan reflects that it is walking a diplomatic tightrope in Afghanistan. It is trying hard to maintain a silent but highly strategic presence in the country while at the same time managing its relations with other actors present in Afghanistan. However, as the date of US-NATO exit plan by the end of 2014 approaches; the politics between various domestic, regional, and international actors get surcharged.

Summary/Abstract India claims longstanding historical, cultural and civilizational links with Afghanistan. In recent times, India has increased its footprint in Afghanistan and has actively pursued reconstruction and development, capacity building, and training of Afghan security forces. Bilateral relations between the Islamic Republic of Afghanistan and the Republic of India have traditionally been strong and friendly. Whilst the Republic of India was the only South Asian country to recognise the Soviet-backed Democratic Republic of Afghanistan in the 1980s, its relations were diminished during the 1990s Afghan civil war and the Taliban government.

As a close neighbour, India recognized the importance of Afghanistan at the initial days of India's independence but did not really pay adequate attention to make a decisive presence in the country. With the invasion of the Soviet Union and the subsequent rise of Taliban, India's role was extremely marginalized in Afghanistan.

India's growing popularity and trustworthiness among the people of Afghanistan these days has been overshadowed by the militant outfits active in Afghanistan, and the interplay of vested interests operating outside its frontiers; and this has become one of the chief concerns of India's foreign policy in the region in the wake of the withdrawal of the US-NATO forces from Afghanistan in mid-2014.

Summary/Abstract India as an emerging regional economic power in Asia is on the brink of assuming political leadership to preserve peace and stability in the region. This aspiration however, has not fructified due to India's complex and frosty relationships with its South Asian neighbours. Geopolitically India is surrounded by weak states that pose grim challenges to its national security as well as to its aspirations to emerge as a regional power and a global player in the international politics. Nevertheless, it is the only country in the region which can bear the liability of steering the area to the path of political stability and socio-economic development.

Due to its unique geographical location and presence of abundant natural resources, controlling of Afghanistan has been a long cherished dream for the colonial powers in the past. In the nineteenth century, Afghanistan served as a 'strategic buffer' state between Czarist Russian and the British Empire in the subcontinent. Summary/Abstract India, today is acclaimed as one of the largest democracies in the world and for any democracy the two watchwords are the concepts of liberty and equality , the ideals learnt from the French Revolution. These two ideals are also considered as yardsticks for determining the successful functioning of any democracy. In our country we find a strange existence of so called constitutional guarantee of these lofty ideals as also the marginalization of communities and groups. The concept of marginalization refers to a policy of social exclusion.
