Human development achievement and improvement: an analysis of Indian states / Dutta, Swati   Journal Article
Dutta, Swati Journal Article
0 Rating(s) & 0 Review(s)
Publication 2013.
Summary/Abstract The article is concerned with the analysis of the human development achievement and improvement indices of Indian states for the time period of 1981, 1991, 2001 and 2011. The analysis points out how Indian states have, over time, extensively changed their position in terms of various achievements and improvement index values. There is wide difference in the ranking of the states in terms of achievement and improvement indices. There is non-linearity in the improvement of various dimensions as well as the overall human development. The most striking result is the low improvement of the low-achieving states. This is a cause of serious concern and must be addressed through increasing input allocation and efficient utilization of such inputs. The public sector could also be more strengthened in such states.

Dutta, Swati Journal Article
0 Rating(s) & 0 Review(s)
Publication 2013.
Summary/Abstract To make directed policy for different categories of identified rural poor in India, the current focus on static income poverty as a measure is insufficient. This article uses the asset-based approach to quantify poverty dynamics for the years 1992, 1998 and 2005, for the entire country and for various states. We find that at all India level 35 per cent of the rural households are asset poor, of which 22 per cent are chronically poor and 13 per cent are transient poor. An additional 9 per cent of rural non-poor households live under the threat of poverty. This article also analyses trends in asset poverty in various states, with policy recommendations based on their asset poverty status.
