Summary/Abstract Consumer acceptance of smart meters remains crucial in achieving the potential carbon emission reductions offered by advanced metering infrastructures. Given this, the present research used deliberative focus groups to examine what is needed to secure acceptance and engagement from domestic consumers with services, products and ‘offers’ in smarter power systems. Our findings suggest that consumers are able to identify not just threats relating to smart metering initiatives but opportunities as well. In particular, our focus group participants responded positively to the idea of an automated system that could be used to achieve energy savings in combination with time-of-use tariffs. We conclude by outlining suggestions for policy recommendations that may help consumer acceptance of smart meter enabled services be more readily achieved.

Summary/Abstract This paper provides an insight into consumer engagement in smart grid projects in Europe. Projects analysed are those included in the catalogue annexed in the JRC Report "Smart Grid projects in Europe: lessons learned and current developments". The analysis suggests an increase in the interest in consumer engagement projects at European level and a strong focus on the residential sector, and emphasises the key importance of public funding to support these projects. The study also reveals that projects involving consumers are characterised by the pursuit of two main objectives: gaining deeper knowledge of consumer behaviour (observing and understanding the consumer) and motivating and empowering consumers to become active energy customers (engaging the consumer). The paper reviews the main activities undertaken to obtain these objectives and highlights trends and developments in the field. Finally, the paper discusses obstacles to consumer engagement and the strategies adopted by the projects surveyed to tackle them, highlighting the need to build consumer trust and to design targeted campaigns taking into consideration different consumer segments. The conclusions are in line with findings and analyses presented in the literature and underscore the need for further research and action at European level.

Summary/Abstract It is important to ensure consumer acceptance in a smart grid since the ultimate deployment of the smart grid depends on the end users× acceptance of smart grid products and services such as smart meters and advanced metering services. We examine how residential consumers perceive the smart grid and what factors influence their acceptance of the smart grid through a survey for electricity consumers in Korea. In this study, consumers× smart grid acceptance factors, including the perceived risk, were examined with the existing technology acceptance model suggested by Davis. This study has an implication that it has provided theoretical and empirical ground, based on which the policies to promote consumer participation in the deployment of the smart grid can be developed. Since there are few studies on the policies from the perspective of the smart grid users, this study will contribute directly to the development of the strategy to ensure the acceptance of the smart grid.

Summary/Abstract Demand response is increasingly attracting policy attention. It involves changing electricity demand at different times based on grid conditions, which could help to integrate variable renewable generation and new electric loads associated with decarbonisation. Residential consumers could offer a substantial new source of demand-side flexibility. However, while there is considerable evidence that at least some residential users engage with at least some forms of demand response, there is also considerable variation in user engagement. Better understanding this variation could help to predict demand response potential, and to engage and protect consumers participating in demand response. Based on a systematic review of international demand response trials, programmes and surveys, we identify motivations for participation, and barriers and enablers to engagement including familiarity and trust, perceived risk and control, complexity and effort, and consumer characteristics and routines. We then discuss how these factors relate to the features of different demand response products and services. While the complexity of the evidence makes it difficult to draw unequivocal conclusions, the findings of this review could contribute to guide early efforts to deploy residential demand response more widely.

Summary/Abstract This paper aims to fill a research gap in the area of consumer-citizen attitudes to business models for decentralized energy storage, at the level of households and buildings. The study focuses on the interaction of such attitudes and their underlying motivation factors with socio-cultural, contextual factors. Self-determination theory (SDT) is used as a theoretical framework, to connect interpersonal and contextual factors, addressing the question of how contexts influence the motivation to support energy storage. Drawing on SDT, this study examines the role of autarky (independence from the energy system), autonomy (control over energy management) and relatedness (degree of sharing required) in this regard, embedded and interpreted in the socio-cultural local context of two demonstration sites in Sweden and Portugal. A mixed method approach is used. Quantitative survey data provides information on local social and cultural dimensions, followed by stakeholder consultation workshops that elicit participants’ views on different models of decentralized energy storage. The findings raise questions of how to improve autarky and autonomy for prosumers, while keeping the need for time investment low and provide flexibility regarding the required degree of interaction between prosumers. Implications for business models and policy support for citizen-centered sustainable urban energy systems are derived.
