| Summary/Abstract |
The Covenant of Mayors (CM) is an initiative by which towns, cities and regions voluntarily commit to reduce their CO2 emissions beyond the European Union climate targets, through policies promoting energy saving and renewable energy. The aim of this paper is to analyze whether joining the CM is reducing municipalities' electricity consumption, and therefore their emissions. For this purpose, the evolution of total, household and public administration electricity consumption from 2001 to 2012 is analyzed by using panel data econometric techniques. This analysis is made for municipalities in Andalusia, the region of Spain with more signatories. Obtained results show that the CM is having a positive effect on the electricity consumption reductions, since the municipalities have greater rates of reduction of electricity consumption after signing the CM. Therefore, it may be considered appropriate to promote policies which incentivize the municipalities to join the CM and develop their action plans, as this can reduce their electricity consumption.

| Summary/Abstract |
The Covenant of Mayors (COM) initiative invites cities to commit themselves to reduce voluntarily the greenhouse gas emissions within their territories. This manuscript presents the COM initiative and analyzes its mechanisms. In order to better quantify the penetration of the initiative, the authors introduce suitable "participation factors". Moreover, a study and a survey are presented concerning the COM initiative in Greece. Certain barriers are identified preventing the realization of the initiative's full potential in Greece. Results from the public survey indicate lack of proper information and communication about the COM initiative and the obligations arising from its signing towards the citizens itself. Nevertheless, once the citizens are informed properly, the public acceptance of the initiative and its commitments is considerable, to the extent that its success would influence the vote of a substantial percentage of citizens. The positive role of supporting structures is evaluated and may be demonstrated through the survey's results and discussion. Recommendations are provided for future or existing signatories based on the findings of this work.

| Summary/Abstract |
The Covenant of Mayors (CoM) is an initiative of the European Commission started in 2008 with the aim of involving cities more in the implementation of the 20-20-20 climate-energy package. To this end, a variety of tools to assist the realization of such a policy has been built. The European Local Energy Assistance (ELENA) program of the European Investment Bank (EIB) is one of the most relevant. In this work, we observe some data on the Italian participation in the CoM and ELENA program, while highlighting the role the Energy Service Companies have in these contexts. By referring to the specific experience of the Province of Foggia (an intermediary government body in southern Italy), we also discuss how some recent changes in the Italian legislation, aimed at abolishing the provinces (considered as preferred supporting structure of the CoM), imposed the identification of another supraterritorial entity. This is to substitute the Province of Foggia as coordinator in the dialog between the local territory and the European Union institutions on the climate-energy theme. In this sense, the choice of the Chamber of Commerce represents a novelty. With regard to this, some considerations on the appropriateness of this choice are developed.

The Covenant of Mayors (CoM) is an initiative that voluntarily engages municipalities to devise local policies to reduce CO2 emissions and energy consumption. The progress of the CoM in Malta and Gozo is evaluated; evidence suggests that signatories have not sufficiently fulfilled their obligations to the initiative and there has been little contribution of the CoM to the local reduction of CO2 emissions and energy consumption for the 2020 set of targets for Malta. Overall, it was noted that local councils have not had sufficient autonomy, resources and external support to enable their successful participation in the initiative. The barriers experienced by Maltese signatories have been identified as ineffective communication and lack of resident engagement. With the large potential for local governments to contribute towards climate change mitigation and adaptation, certain policy recommendations are made to improve the effectiveness of local governments’ involvement in climate policies and initiatives. These measures focus on the financing of local councils, organisational and accountability procedures, prioritisation of climate action, outreach and involvement of the general public, and continued awareness raising of climate issues.

| Summary/Abstract |
The generation of RES electricity in urban areas is regarded as a key element in achieving the 20% emission reduction target by 2020, in line with the strategy adopted by the European Union (EU). To understand the actual role of renewable energy planning in cities, as well as the adequacy of the strategies adopted, the authors considered statistics officially reported by the Joint Research Centre of the EU which regard the totality of submitted SEAPs and ten Sustainable Energy Action Plans (SEAPs) as sample cities. The double survey has a dual goal: one, the collection of overall statistics to have a general framework of all cities that submitted their SEAPs and to verify their inclusion of renewables, and two, the analysis of urban planning processes and climatic features through a sample of representative cities to try to determine direct connections between the implementation of renewables and real source potentials (an aspect not present in the JRC reports). Making comparisons between SEAPs submitted by European cities, the authors report in the final discussion the merits and drawbacks of the planning and usage of renewable sources in urban areas, thereby highlighting some relevant critical points and possible directions for future research efforts.
