Summary/Abstract It was a masterstroke by the Pakistan Army 10 years ago. The cue, probably, came from the blockbuster Bollywood movie, Baazigar (gambler), where the hero believed that to gain something big, you have to lose something. By offering the ceasefire on the Line of Control (LC) on 24 November 2003, the Pakistan Army gained a windfall in return for peanuts: it sacrificed covering fire to infiltration across the LC. In return, it got a tamed Indian Army which fenced itself on the LC sending the unambiguous signal that its offensive thinking of the Nineties had been put aside. Docility became the mind-set of the Indian Army and all that is wrong with this wonderful organisation today followed.

Summary/Abstract It was making a mountain out of a molehill. Both the army and the media were complicit in this: One deliberately and the other out of ignorance. The recent anti-infiltration operations in Keran sector, which were declared over after two weeks on October 8 by the chief of army staff, General Bikram Singh in Delhi and the northern army commander, Lt General Sanjiv Chachra in Srinagar, were nothing more than a molehill. Given such high profile army visitations, the media also decided to up the ante by searching for ghosts that did not exist. Did Pakistani soldiers intrude and occupy Indian posts across the Line of Control (LC)? Was another Kargil being replayed in Keran? Was the Indian Air Force using gunships to dislodge terrorists? Were recent talks between Prime Ministers Manmohan Singh and Nawaz Sharif in New York, which sought meetings between the two director general military operations (DGMOs), up in smoke? An English television channel (NDTV) even showed meeting with injured soldiers in Srinagar hospital as exclusive news.

Summary/Abstract Within a panel VAR framework and utilizing generalized impulse response and forecast error variance decomposition analysis, we explore the dynamic effects of terrorism and crime on public order and safety spending across European countries during the period 1994-2006. Our findings show that a 'shock' in terrorism and/or in crime, significantly increases the subsequent trajectory of public order and safety spending. As a by-product, we find that public spending is ineffective in reducing observed crime or terrorism.
