Summary/Abstract Immediate reaction to the army's counter coup in Pakistan in October 1999 was broadly favourable from the public at large. But Pakistan has suffered cyclical problems of governance stemming from a weak political culture and an overdeveloped state (basically colonial in its origins and present functioning) together with several economic distortions, numerous ideological dissensions and regional challenges. The main challenges for the new military-led regime are to establish a tenable legitimacy to construct a broadly acceptable system of accountability and to induct a transparent system of governance based on proper constitutional and electoral norms. Pakistan's overall political and economic situation is becoming more complex, dispiriting and confusing.
