The New Delhi declaration of fourth BRICS summit reflects the evolution of a common vision and maturing relationship among member states in the current international system. The relation between civil society and environmental governance is not new. A number of developed states have introduced systems of green house gas emissions controls, but policy experience in this area is barely fifteen years old. Initiatives around adaptation are newer still. Thus societies are only beginning to learn what approaches are more or less promising. The power of ideas and the possibility of re-defining what is considered 'normal', 'possible' and 'acceptable' is often neglected in policy discussion. An example of power of ideas to shift policy frames is provided by the turn towards free markets and away from state provision that occurred in 1980s. Over the course of decades reforms aimed a reining back government and encouraging market growth dramatically altered expectation about boundaries of public- private economic activities-that is of civil society in broader sense.

The demand for regional autonomy has been a much debated issue in the Indian democracy for a long period of time. The question of to what extent regional units should be given freedom was discussed at length during Constituent Assembly debates as well .Article 1 of the Indian constitution declares "India that is Bharat shall be union of states". Indian union was established by incorporating basic features of both unitary and federal form of governments and thus, creating a federal form of government during peace time and converting it in to unitary one at the time of crisis. The success of Indian democracy has been a matter of great debate around the world and also a matter of great curiosity.

For democratic decentralization it is pertinent that democracy is seen as a broad participatory process in which citizens at the grass-root level take part directly in decisions affecting them, their community and their work. Though women form a sizable part of any country's population, their political representation and participation is definitely below the mark. Through the 73rd Constitutional amendment, India moved towards a big change in institutional framework of governance with 33% reservation for women at the local level i.e. panchayats. However, there are structural and procedural bottlenecks still to be taken care of including poverty, lack of education, patriarchal mode of society, lack of financial independence and lack of awareness of political rights which hamper women's ability to take independent decisions.

Recently, RTI has again stirred a major controversy between the two leading political parties and personalities in the forthcoming general election. The bringing of six political parties under the scanner of RTI is still a matter of debate. If the political parties are an instrument of democracy and democracy has to be scaled on parameter of transparency and accountability, RTI becomes very relevant to it but more of politics and less of concrete actions are what is visible. Whistle blowers and RTI activists are being targeted in different states of India. It proved the fact that still the legal instrument is widely practiced by an individual rather than by established institutions.
