Summary/Abstract Karnataka has been among the most successful markets for solar lighting systems (SLS) among Indian states. In order to understand the dynamics of systems adoption and operation, that have fostered market based adoption of solar lighting, we interviewed rural households from six districts that had purchased solar lighting systems using loans at market rates, the rural banks that provided loans and the solar firms that marketed the technology. We found that a large proportion of households in our sample were connected to the grid but chose to install solar lighting because they considered the power supply from the grid to be unreliable. Households in our sample reported savings on electricity costs and reduced kerosene usage for lighting. In addition to providing credit, banks also play a key role in ensuring good service and maintenance; the viability of the SLS market is thus critically dependent on the role that the banks play as intermediaries between consumers and solar firms in rural areas. Government programs should be carefully designed to match the incentives of firms, banks and consumers if the successes of the 'Karnataka model' are to be repeated and amplified.

Summary/Abstract The growing energy consumption in the residential sector represents about 30% of global demand. This calls for Demand Side Management solutions propelling change in behaviors of end consumers, with the aim to reduce overall consumption as well as shift it to periods in which demand is lower and where the cost of generating energy is lower. Demand Side Management solutions require detailed knowledge about the patterns of energy consumption. The profile of electricity demand in the residential sector is highly correlated with the time of active occupancy of the dwellings; therefore in this study the occupancy patterns in Spanish properties was determined using the 2009-2010 Time Use Survey (TUS), conducted by the National Statistical Institute of Spain. The survey identifies three peaks in active occupancy, which coincide with morning, noon and evening. This information has been used to input into a stochastic model which generates active occupancy profiles of dwellings, with the aim to simulate domestic electricity consumption. TUS data were also used to identify which appliance-related activities could be considered for Demand Side Management solutions during the three peaks of occupancy.

Summary/Abstract In 2001, Australia introduced legislation requiring investment in new renewable electricity generating capacity. The legislation was significantly expanded in 2009 to give effect to a 20% Renewable Energy Target (RET). Importantly, the policy was introduced with bipartisan support and is consistent with global policy trends. In this article, we examine the history of the policy and establish that the 'stop/start' nature of renewable policy development has resulted in investors withholding new capital until greater certainty is provided. We utilise the methodology from Simshauser and Nelson (2012) to examine whether capital market efficiency losses would occur under certain policy scenarios. The results show that electricity costs would increase by between $51 million and $119 million if the large-scale RET is abandoned even after accounting for avoided renewable costs. Our conclusions are clear: we find that policymakers should be guided by a high level public policy principle in relation to large-scale renewable energy policy: constant review is not reform.

Summary/Abstract This paper examines economic analyses of the "Options for Energy and the Environment" proposed by the Japanese government. The main focuses of the analyses are the power generation mix in 2030, and particularly electricity supply shares of nuclear power. The options proposed by the government assume drastic energy efficiency improvements, increase in renewable energy, and deep CO2 emission reductions. Considerable energy savings are assumed by the government even in the baseline scenario, and these are inconsistent with historical growth trends for GDP and power demand. We modify the energy savings baseline scenario for consistency with the historical trends and historical electricity savings after the nuclear power accident. In order to provide a wider array of options, particularly those with fewer negative impacts on GDP, this paper proposes alternative options under a revised baseline. In the alternative options, we assume lower shares of renewable energy in electricity supply and lower carbon price. The economic impacts for the alternative options are much smaller than those assumed by the government. The economic analyses provided in this paper will help future policy making for energy and environment in Japan.

Summary/Abstract This work investigates the interaction between wind power and electricity markets. The paper is focused on balancing markets pricing policies. The proposal of a new imbalance price scheme is included and conveniently evaluated. This proposed scheme tries to minimise the use of ancillary services to compensate for deviations in searching for a more efficient market design. The effectiveness of imbalance prices as market signals is also examined, and policy recommendations regarding imbalance services are discussed. Two test cases are included that analyse the participation of a wind power producer in the Spanish electricity market using a stochastic optimisation strategy. For this purpose, the uncertainty of the variables is considered, i.e., wind power production and prediction, intraday and imbalance prices. Test cases were run with real data for 10 months, and realistic results are presented along with a hypothetical test case. The regulation of the imbalance prices may not be adequate for the Spanish electricity market because an error drop is not sufficiently encouraged. Therefore, we suggest the application of a new imbalance price scheme, which includes an additional constraint. The conclusions of this paper can be assumed to be general policy recommendations.

Summary/Abstract Built environment is responsible for 60% of total energy consumption in European countries and 128 million BOE of primary energy in Belgium. The average energy consumption in the residential buildings of Belgium is 70% higher than the EU average and stands at 348 kW h/m2/year. Energy Performance Building Directive (EPBD) provides guidelines for energy performance analysis of buildings in Belgium. In this study, a holistic approach has been adopted to analyse the building stock of Liege, Belgium. This analysis is based on 'General Socio-economic survey 2001' and 'Housing quality survey 2006 in Walloon region' databases. It considers parameters such as buildings age, built-up area, type of heating system, type of fuel used, adjacency, insulation of roofs and walls and energy consumption etc. for an in depth analysis. This study concludes that about 69% of buildings which are constructed before 1945 needs serious renovation towards the improvement of roof and external wall insulation level. It then successfully identifies specific areas which need detailed study to evaluate the comfort status in the existing building stock, improvement of insulation level and its effect on heating energy consumption as well as the economic analysis on energy efficiency measurements.

Summary/Abstract China is one of the major energy-consuming countries, and is under great pressure to promote energy saving and reduce domestic energy consumption. Employees constitute an important target group for energy saving. However, only a few research efforts have been paid to study what drives employee energy saving behavior in organizations. To fill this gap, drawing on norm activation model (NAM), we built a research model to study antecedents of employee electricity saving behavior in organizations. The model was empirically tested using survey data collected from office workers in Beijing, China. Results show that personal norm positively influences employee electricity saving behavior. Organizational electricity saving climate negatively moderates the effect of personal norm on electricity saving behavior. Awareness of consequences, ascription of responsibility, and organizational electricity saving climate positively influence personal norm. Furthermore, awareness of consequences positively influences ascription of responsibility. This paper contributes to the energy saving behavior literature by building a theoretical model of employee electricity saving behavior which is understudied in the current literature. Based on the empirical results, implications on how to promote employee electricity saving are discussed.

Summary/Abstract Several studies have examined the local economic effects of nuclear power stations. However, their heterogeneity within countries and between countries indicate that one must be very cautious in drawing general conclusions about the positive and negative local economic effects of nuclear power stations over time. Using information about a specific nuclear facility in Spain and its zone of influence, we investigate the local economic impact of a nuclear facility by applying an infrequently used methodology called the "counterfactual" method. The purpose of this application of the counterfactual method is to establish what would have happened if the nuclear power plant had not been built where it was. This method permits observation of the impact of the nuclear power plant on the evolution of a set of variables whose influence is extremely important for the local area, such as the population, unemployment level, per capita income, and municipal governments' revenues. Generalization of this method could offer the possibility of providing comparative results. However, the method must be complemented with other short-term approaches to provide a more specific analysis of the economic effects on the local actors involved and to offer incentives to policymakers to design and develop policies aimed at boosting economic activity in the area.

Summary/Abstract This paper proposes a first study in-depth of solar-fossil hybridization from a general perspective. It develops a set of useful parameters for analyzing and comparing hybrid plants, it studies the case of hybridizing Brayton cycles with current solar technologies and shows a tentative extrapolation of the results to integrated combined cycle systems (ISCSS). In particular, three points have been analyzed: the technical requirements for solar technologies to be hybridized with Brayton cycles, the temperatures and pressures at which hybridization would produce maximum power per unit of fossil fuel, and their mapping to current solar technologies and Brayton cycles. Major conclusions are that a hybrid plant works in optimum conditions which are not equal to those of the solar or power blocks considered independently, and that hybridizing at the Brayton cycle of a combined cycle could be energetically advantageous.

Summary/Abstract In recent years, China has been ambitious in investing and developing renewable energy technologies, aiming to enhance its energy security, mitigate its energy-related CO2 emissions and develop renewable energy industry. The 12th Five Year Plan (2011-2015) has set clear targets on installed capacities of different renewable energy technologies. This study aimed to assess the possible contribution of 12th Five Year Plan for China's future energy system and identify factors that might influence its impacts. First, current status of renewable energy development in China has been reviewed. Then several energy scenarios have been developed in an hourly simulation using an energy system analysis tool EnergyPLAN. It was identified that existing grid bottleneck would greatly reduce the potential contribution of renewable installations in terms of share of renewable electricity generation, share of non-fossil fuels in primary energy and system CO2 emissions. In contrast, improving technical performance of renewable energy technologies and sectoral energy efficiency plays an important role in increasing the share of renewables and promoting China's energy system transition. Finally, some policy suggestions were drawn to facilitate a better implementation of the renewable energy plan.

Summary/Abstract This paper investigates how Korean government support affects household adoption of renewable energy-based micro-generation systems by analyzing household preferences in relation to the costs and benefits of system installation and different kinds of government support. The research adopts a discrete choice experiment approach and focuses on two micro-generation technologies: solar voltaic and solar thermal. Our empirical analysis revealed firstly that households prefer micro-generation systems that have low installation costs but high energy saving benefits and long warranty periods; and secondly that households prefer direct subsidies to low-interest loans. However, we also found that households are reluctant to install photovoltaic or solar thermal systems in reality because they see the cost of system installation as being higher than the benefits they would receive from such installation. In short, while existing government supports are somewhat effective in promoting household adoption of micro-generation systems, there also exists the obstacle that the majority of households are unwilling to install such systems despite government support. Thus several policy improvements, which focus on increasing the benefits and decreasing the installation costs of micro-generation systems, are suggested in this paper.

Summary/Abstract An impact of increased variable renewable generation is the need for balancing authorities to procure more ancillary services. While demand response resources are technically capable of providing these services, current experience across the U.S. illustrates they are relatively minor players in most regions. Accessing demand response resources for ancillary services may require a number of changes to policies and common practices at multiple levels. Regional reliability councils must first define ancillary services such that demand response resources may provide them. Once the opportunity exists, balancing authorities define and promulgate rules that set the infrastructure investments and performance attributes of a resource wishing to provide such services. These rules also dictate expected revenue streams which reveal the cost effectiveness of these resources. The regulatory compact between utility and state regulators, along with other statutes and decisions by state policymakers, may impact the interest of demand response program providers to pursue these resources as ancillary service providers. This paper identifies within these broad categories specific market and policy barriers to demand response providing ancillary services in different wholesale and retail environments, with emphasis on smaller customers who must be aggregated through a program provider to meet minimum size requirements for wholesale transactions.

Summary/Abstract This paper studies the relation between energy insecurity and state stability in India. Primarily it looks at the ways in which specific aspects of energy insecurity impact the stability of the Indian state. The paper contends that energy insecurity in the form of fuel supply and electricity supply insecurities gives rise to social and political instability, which in extreme forms could lead to state destabilisation. A combination of inadequate and unreasonably priced fuel supply gives rise to instability in the social and political spheres; if the fuel supply is also unreliable, it could lead to chronic socio-political instability. Likewise, a combination of inadequate and unreliable electricity supply could, in certain instances, cause limited social instability; if this is also accompanied by an electricity price hike, it could lead to chronic socio-political instability. Chronic socio-political instability in an already weakened state could facilitate state destabilisation.

Summary/Abstract A survey was conducted to study the attitudes of Hong Kong residents toward the safety of operations of the nuclear power plant in Daya Bay and their possible actions in case of leakage. Only 34.5% of the respondents were confident about the operational safety of the nuclear power plant, whereas 23% stated they would immediately leave Hong Kong when leakage occurs. Chi-square tests and multinomial logit analysis indicate that the degree of confidence is significantly related to the perceived ability of the Hong Kong (HK) government and the nuclear power plant company, China Light and Power Co. Ltd. (CLP), knowledge of emergency plan and responsibility, gender, and age. However, the degree of confidence is not significantly related to the distance of the residential area from the nuclear power plant. In addition, the higher the perceived ability of the HK Government and CLP to handle nuclear leakage, the greater the degree of confidence becomes. The chi-square tests suggest that higher perceived ability of the HK Government and CLP are also significantly associated with less likelihood of residents immediately leaving Hong Kong in case of leakage. Hence, the HK Government and CLP are recommended to improve their perceived ability for safety and social stability.

Summary/Abstract Methane, a major contributor to global warming, is a greenhouse gas emitted from coal mines. Abundance of coal mines and consequently a considerable amount of methane emission requires drastic measures to mitigate harmful effects of coal mining on the environment. One of the commonly adopted methods is to use emitted methane to fuel power generation systems; however, instability of fuel sources hinders the development of systems using conventional prime movers. To address this, application of Stirling engines may be considered. Here, we develop a techno-economic methodology for conducting an optimisation-based feasibility study on the application of Stirling engines as the prime movers of coal mine CHP systems from an economic and an environmental point of view. To examine the impact of environmental policies on the economics of the system, the two commonly implemented ones (i.e. a carbon tax and emissions trading scheme) are considered. The methodology was applied to a local coal mine. The results indicate that incorporating the modelled system not only leads to a substantial reduction in greenhouse gas emissions, but also to improved economics. Further, due to the heavy economic burden, the carbon tax scheme creates great incentive for coal mine industry to address the methane emissions.

Summary/Abstract With the rapid economic growth and the improvement of people's living standards, China's building energy consumption has kept rising during the past 15 years. Under the effort of the Chinese government and the society, China's building energy efficiency has made certain achievements. However, the implementation of building energy efficiency in China is still far from its potential. Based on the analysis of the existing policies implemented in China, the article concluded that the most essential and the most effective ways to promote building energy efficiency is the government's involvement as well as economic and financial incentives. In addition, the main barriers in the process of promoting building energy efficiency in China are identified in six aspects. It has been found that the legal system and administrative issues constitute major barriers, and the lack of financial incentives and the mismatching of market mechanism also hamper the promotion of building energy efficiency. Finally, in view of the existing policies and barriers analysis, three corresponding policy proposals are presented.

Summary/Abstract This research investigates whether where we live matters in terms of contributions to direct greenhouse gas (GHG) emissions. Using results from the Halifax Space Time Activity Research (STAR) project, we estimate GHG emissions for 1920 randomly selected respondents in Halifax Regional Municipality, Nova Scotia, Canada. The unique data set allows us to report direct GHG emissions with an unprecedented level of specificity at the sub-regional scale using household energy-use survey data and GPS-verified travel data. We report results and investigate statistical differences between communities and urban-rural zones (inner city, suburban, and inner and outer commuter belts). Results reveal considerable spatial variability in direct GHG emissions across the study area. Our findings indicate that individuals living in the suburbs generate similar amounts of GHG emissions (20.5 kg CO2e person-1 day-1) to those living in the inner city (20.2 kg CO2e person-1 day-1), challenging a widely held assumption that living in the urban centre is better for sustainability. However, individuals in more rural areas have significantly higher transport-related GHG emissions than those living in the inner city and suburbs. Our results underscore the importance of understanding the spatial distribution of GHG emissions at the sub-regional scale.

Summary/Abstract People building their own houses have, at least theoretically, substantial autonomy when choosing, for example, a heating system and windows. In this article, focus is on the process of building new single-family houses and how energy efficiency and energy-efficient technology are incorporated into the building process. The conclusions emphasize energy as only one factor in housing purchase decisions. It is a big challenge to make low-energy building important to consumers. Consumer preferences for new products are unlikely to fully develop unless individuals have the opportunity to interact with them. It is difficult for consumers to know what to ask for if they lack experience of energy-efficient technologies. In the studied cases, the building codes and established standards became extremely decisive for how energy issues were included in the process. There is a need to change the design of incentives so as to make the least energy-efficient choice the most expensive. The most energy-efficient solution should be standard, and if the buyer wants to depart from that standard and build using less energy-efficient construction, then that should cost more.

Summary/Abstract The electric power sector stands at the beginning of a fundamental transformation process towards a more sustainable production based on renewable energies. Consequently, electric utilities as incumbent actors face a massive challenge to find new ways of creating, delivering, and capturing value from renewable energy technologies. This study investigates utilities' business models for renewable energies by analyzing two generic business models based on a series of in-depth interviews with German utility managers. It is found that utilities have developed viable business models for large-scale utility-side renewable energy generation. At the same time, utilities lack adequate business models to commercialize small-scale customer-side renewable energy technologies. By combining the business model concept with innovation and organization theory practical recommendations for utility mangers and policy makers are derived.

Summary/Abstract The power sector in the Kingdom of Saudi Arabia is undergoing the restructuring process. Moreover, during the last decade the Kingdom has witnessed a phenomenal growth in the load demand, consequently a huge amount of generation is added to the electric utilities to meet the load. Up to now only the electric utility generation was taken in the planning of the electrical sector. The data regarding the captive power generation was not readily available. A survey is conducted regarding the captive power generation in Saudi Arabia based on its utilization pattern, fuel used and amount of excess energy available to the grid. The existing regulatory framework and institutional structure of the Saudi power industry was also reviewed. Based on the information collected in the survey of captive power, key guidelines that may be considered in developing the policy for the captive power generators are presented. Furthermore, these guidelines and later the policies will help promote the investors to come forward in developing the captive power generation in Saudi Arabia.
