Summary/Abstract This article looks at ‘educational’ migration instigated by the Danish programme of agricultural apprenticeships, which since the late 1990s has brought many young Ukrainians to rural Denmark. It discusses discrepancies between the logic of achievement implied by the programme’s ideology on the one hand, and Ukrainian apprentices’ aspirations to social mobility on the other hand. In this way, the article questions the concept of ‘community of practice’ that has been used to describe the formation of a social persona sharing the values of this community. Using ethnographic case studies of former apprentices, I argue that while apprenticeships often fail to produce a shared social and professional identity within a community of practice, there are many ways in which the experiences afforded by Danish apprenticeships lead to (sometimes unforeseen) achievements.

Summary/Abstract This article shows how the existence of a community of European practitioners in the Jerusalem area gives substance to the European stance on the Israeli–Palestinian conflict. The often-stated European Union (EU) support for a two-state solution could appear meaningless in the absence of peace negotiations. However, European diplomats (i.e. diplomats of EU member states and EU officials) in the East Jerusalem–Ramallah area are committed to specific practices of political resistance to Israeli occupation and recognition of Palestinian institutions. These practices have led not only to a specific political geography of diplomacy, but also to a community of practice, composed of European diplomats and based on their daily experience of resisting occupation and bestowing recognition. It is this group of officials who represent and actively “do” Europe’s position and under occupation.

Summary/Abstract European security is at a critical juncture and many have called for a more coherent and efficient response, involving both the EU and NATO. However, the primary tool for EU–NATO cooperation, “Berlin Plus”, has been stuck in a political quagmire since the mid-2000s, making a lot of scholars to conclude that this cooperation is obsolete and outdated. This article is challenging this view by analysing a range of informal but regular interaction patterns that have emerged. Using practice theory, it sheds new light on and explores how EU and NATO staff at all levels engage in informal practices on various sites in headquarters in Brussels and in field operations. A study of EU–NATO cooperation as practice focuses on the everyday, patterned production of security as well as what makes action possible, such as (tacit) practical knowledge and shared “background” knowledge (education, training, and experience). The article also discusses the extent to which shared repertoires of practice may evolve into loose communities of practice that cut across organisational and professional boundaries.

Summary/Abstract Over the years, the police have become a central component of international peace- and statebuilding operations. However, predominantly trained and socialized as members of a domestic police service, police officers enter the global arena only – if ever – temporarily: their international deployment is often merely an interlude to their regular domestic police service. Pre-deployment training for international missions is therefore deemed vital for their success. When abroad, officers oftentimes find themselves carrying out work that has little resemblance to everyday police work back at home. By conceptualizing police training experts as “brokers”, the article helps to uncover the practices these brokers deploy to bridge the boundary between domestic policing and international missions. The research for this article was informed by practice theoretical considerations and ethnographically informed research strategies. It reveals that in several European countries, trainers’ brokerage is primarily practiced as a passing on of recent personal experience, by the creation of artificial borderlands that are meant to mimic the reality on the ground, and by diluting the boundary temporarily.

Summary/Abstract In this article I develop a practice-theoretical account to provide the first systematic investigation of the justification of Somali piracy. Arguing for an understanding of piracy as a 'community of practice', I show how this community is organised by a 'grand narrative' that projects piracy as a quasi-state practice of the protection of sovereignty against foreign intruders. Paying attention to narrative provides an explanation for the persistence of piracy and assists us in understanding the phenomenon. Relying on publicly available interviews with pirates, I deconstruct this grand narrative and detail the different functions of the narrative in the light of situations in which it is told. The article develops an alternative perspective on piracy based on the study of practice, narrative and situation that provides new avenues for the study of clandestine, illicit or violent practices.

Summary/Abstract Innovative mechanisms of global governance are increasingly common, yet they defy easy categorization. The Alliance of Civilizations, a UN initiative that seeks to promote intercultural dialogue, is one such example. It is a hybrid entity that exhibits elements of networks, international organizations, and public–private partnerships, among other things. Only when we shift our gaze to its patterned activities do we discover that it might best be understood as a community of practice specializing in global-level public diplomacy. Practice-based analysis, therefore, allows a deeper understanding of the Alliance and, in turn, prompts a fresh consideration of an increasingly important form of diplomacy. I argue, in particular, that public diplomacy is not solely a national-level, state-oriented activity. In turn, this inquiry invites practice theorists to reflect on the degree of fit required to associate a unique social form with an identifiable set of patterned activities.

Summary/Abstract Why have the EU and India been unable to explore the common potential of their partnership in peacekeeping training? Drawing upon the literature of practice theories and the concept of community of practices, as well as semi-structured interviews with policy-makers and peacekeeping trainers from India and the EU, policy documents and participant observation, the article explores the complementarity of structures of the EU’s and India’s training communities and discusses the implicit knowledge which is guiding the practices of actors. Thereby, the article moves away from offering structural explanations, such as diverging strategic interests, which have dominated the literature on the EU’s external relations with Asia. Comparing the practice communities, the article finds substantial divergence in the material and ideational structure of training institutes. Moreover, the article illustrates that the disposition of actors in the Indian training community is characterised by the unspoken understanding that India’s training philosophy is more compatible with other countries from the Global South. While both structures, as well as dispositions of actors are unfavourable vis-à-vis an EU–India partnership in peacekeeping training, the article concludes that by addressing familiarity gaps among training communities, divergences in structures and dispositions can be overcome.

Summary/Abstract UN mediators work more and more closely with academics and expertise-based non-governmental organizations, in particular through the Mediation Support Unit. The Organization appears to genuinely rely on them to conduct mediation and to strengthen its capacity in the area, to the point where it is sometimes difficult to operate a clear distinction between the two types of actors. This article analyzes why the practice of mediation today creates a demand for such expertise-focused cooperation. Beyond the need for flexibility and additional resources, the explanation lies in the prevailing feeling of uncertainty caused by today’s internal conflicts, for which the traditional state-centric lens is becoming irrelevant. In this context, the UN relies on knowledge produced by an epistemic community of peace and conflict scholars, and is embedded in a network of nongovernmental mediators with which it exchanges know-how, following the logic of communities of practice.
