Summary/Abstract Scholars who study governance in authoritarian countries have long highlighted the importance of fiscal capacity and pressure from the central government in determining the responsiveness and policy changes of subnational governments. However, policy orientation is also important in shaping how subnational governments react to a crisis. Using provincial governments’ responses during the 2018 Chinese vaccine scandal, I find strong evidence that an emphasis on public health, as well as early responses by neighboring provinces, increased the likelihood of a quick response. Moreover, issue salience minimized the direct effect of pressure from the national government. An additional paired case study of the provinces of Hubei and Hunan shows that the importance accorded by the provincial government to public health policy was implemented at the sub-provincial level through China’s one-level-down cadre management system; it also may explain Hubei’s delay in responding to COVID-19 at an early stage.

Summary/Abstract Anthrax, caused by Bacillus anthracis is known to occur globally since antiquity. Besides being an important biothreat agent, it is an important public health importance pathogen also in countries like India. B. anthracis secretes three distinct toxins, namely protective antigen (PA), lethal factor (LF) and edema factor (EF). PA is the central moiety of the anthrax toxin complex and therefore has been a molecule of choice for vaccine development. PA has four different domains with different functions. In this study, the major domains of PA were cloned and expressed in bacterial system. The purified recombinant proteins were used to determine the humoral immune response by ELISA using 43 human cutaneous anthrax serum samples. The maximum immunoreactivity was observed with the whole PA protein followed by domain 2, 4 and 1. The study corroborated that in addition to full PA, individual domain 2 and 4 can also be good target for vaccine development as well as for serodiagnostic assays for cutaneous anthrax

Summary/Abstract After the Covid-19 pandemic began to wreak havoc around the world in January 2020, Taiwan managed to stay mostly Covid-free due to swift and efficient action taken by the government to contain the outbreak. However, after the country experienced its first significant wave of domestically transmitted cases in May 2021, vaccines became a highly salient issue because Taiwan did not have enough doses to immunize all its citizens. In this study, we investigate how Taiwanese appraise the government’s overall efforts to acquire vaccines. We hypothesize that, apart from a partisan divergence of opinions, some citizens would hold ambivalent attitudes toward the way the government handled the vaccine procurement process. Results from multivariate regression analysis indicate that the effect of party identification on evaluations of government is conditionally dependent on citizens’ level of ambivalence. Specifically, increased ambivalence offsets the strong effect of party affiliation on government evaluation, especially for political independents and supporters of opposition parties.

Summary/Abstract The U.S. government has taken significant steps toward developing and acquiring vaccines, drugs, and other medical countermeasures (MCMs) to protect and treat the population after a biological attack. In contrast to 2001, there is now a procedure for the Department of Health and Human Services (HHS) to develop, license, and stockpile MCMs for civilian use. Another major accomplishment is smallpox preparedness: There is now an adequate supply of vaccine for every person in the U.S., and there is an alternative vaccine meant for immunocompromised people and those with close contact with them. In spite of these and other accomplishments, the U.S. government MCM effort has been criticized by federal advisory committees, National Academy of Sciences reports, a congressional commission, and outside analysts who state that the efforts lack central leadership and accountability and that the pace of progress has been slow. A clear operational strategy for using MCMs, which would guide their development and acquisition, is also lacking. In this article, we review key areas of progress made since 2001 to develop and acquire MCMs, and we summarize what we judge to be the most critical and often mentioned areas where improvements are needed.
