ON JULY 27, 2013, it will be 60 years since the Armistice Agreement was signed in the village of Panmunjom, putting an end to the three-year Korean War. That war, which has become the bloodiest and most devastating military conflict since the end of World War II, remains an unhealed wound for the Koreans while its consequences are still making an impact on the international situation in Northeast Asia and beyond.

We offer a material that is the result of a discussion in the International Law Council of the Ministry of Foreign Affairs of the Russian Federation.
The International Law Council of the RF Ministry of Foreign Affairs was established in June 2009 to improve the cooperation of the Ministry with the country's legal community as well as to enhance the scientific and legal underpinnings of the Russian Federation's foreign policy decisions and initiatives. The dialogue in the framework of the Council is also intended to promote the progressive development of science itself. The responsibility for organizing the activities of the Council and its interactions with the Ministry's agencies rests with the Legal Department of the Ministry.

A SIMPLE SURVEY of constitutional law of different countries reveals that the factors involved in the formation of each nation state vary. The examples used in the article and the corresponding countries are grouped according to the factors which determined national self-awareness in each particular case. This classification is fairly conventional since the ideas present in the fundamental laws of different states have much in common. Indeed, the keynotes might be different while individual aspects receive more attention. This does not mean that there are no other, less outstanding yet very similar factors, arguments, statements, and references.

FOOD SECURITY ISSUES have been the focus of the Group of Twenty since about 2005. Then it became clear that the era of continually rising food prices and growing farm output - an era lasting almost 50 years - was over. Despite the impressive results of the Green Revolution (from 1961 to 2000, global food production increased from 800 million to 2.2 billion tons), the average yield of major grain crops has been steadily declining - for wheat and rice from 2.5-3 % to 1%. Moreover, these phenomena were accompanied by steep jumps in food prices in 2007-2008 and 2010-2012. According to an estimate by the Food and Agriculture Organization (FAO), in 2010-2012, nearly 870 million people were chronically undernourished and the number of hungry people in the world remained unacceptably high.

I am deeply pleased and honored to be in this prestigious institution of diplomacy in this wonderful historical mansion, which serves the great tradition of Russian nation and Foreign Office; and I am honored by the presence of many distinguished diplomats, ambassadors, academicians, and public figures.
At the outset, I need to say a few remarks about the developing relationship between the Russian Federation and the OIC, being the Secretary General who has the honor of working for development of official relationship between the Russian Federation and the OIC since 2005. We have reached a very important point where Russia has become very active within the framework of its status as the observer state. We have frequent political consultations; we have developed institutional cooperation regarding political issues. Meanwhile, in economic matters, in financial matters, in cultural matters and in other areas, we have improved relations. Yesterday, there was an agreement between some OIC institutions and economic institutions of this country for expanding the cooperation between the OIC and the Russian Federation. Also the relationships of Tatarstan and Bashkortostan with the OIC institutions, like Islamic Development Bank (IDB), Standards and Metrology Institute for Islamic Countries (SMIIC), Islamic Chamber of Commerce and Industry (ICO), are increasing in such fields as halal food, Islamic banking and the like; and I am really happy with this.

THE GROWTH in acts of international terrorism endangers the lives of people worldwide, as well as threatens the peace and security of all states. The September 23, 1999 Statement on Combating International Terrorism issued by the ministers for foreign affairs of the five permanent members of the Security Council has stressed that it is vital to strengthen, under the auspices of the United Nations, international cooperation to fight terrorism in all its forms. Such cooperation must be firmly based on the principles of the UN Charter and norms of international law, including respect for human rights.

ITALY, DESPITE THE CRISIS, is still the eighth largest economy in the world and the third largest economy in the Eurozone. Unlike the other countries in Southern Europe, Italy's economy is diversified enough and is independent of any particular sector. In Italy, not only the automobile and machine-building industries are very well developed in the north of the country, but also small businesses, the textile and light industries and other branches in all of its regions. In contrast to the industrial North, the agricultural South of Italy is less developed, has a high level of unemployment and depends mainly on government subsidies. There is in Italy a considerable shadow sector in agriculture, construction and the services market - up to 17% of GDP.

THE CONCEPT OF MULTICULTURALISM cannot be credited narrowly to Europe, considering that Canada, Australia, and the U.S. have decades-long records of putting the design into practice. There are bumps on the road in all cases - the U.S., for example, has to grapple with concerns over the looming demographic imbalance as the Hispanic part of the country's population grows - but the trio appears to do well enough when seen against the turbulent European background. The parallel existence of the mushrooming ghettos and enclaves in the multicultural Europe alongside the traditional majority is marred with recurrent conflicts and a sense of permanent tension. As a result, Sarkozy, Merkel, and Cameron had to admit, in various ways but in a concert seldom seen otherwise, that "multiculturalism is dead.

RECENTLY, the United States has been demonstrating much more activity and much more interest in Central Asia. When analyzing what was said and is said about this region in the United States we should bear in mind that the country had no school of Central Asian studies, the subject being discussed by Orientalists, former Sovietologists and political scientists at large. Each defended his own approach which made American regional politics highly specific, prone to excesses and, therefore, highly varied and inclined to go to extreme (up to and including politically incorrect) variants.

AT A MEETING with King Abdullah II of Jordan in Moscow on February 19, 2013 Russian President V.V. Putin handed the monarch a yellowed copy of the newspaper Pravda of August 21, 1963. It carried a report on the establishment that day of diplomatic relations between the USSR and the Hashemite Kingdom of Jordan. The reaction of the king was lively and interested. He said that when he took the paper he touched, as it were, remote past. After all, his late father, King Hussein, had put forward the initiative to normalize relations with Moscow. In Abdullah IPs opinion, which was shared by V.V. Putin, the 50th anniversary of the establishment of diplomatic relations is a significant landmark in Russian-Jordanian collaboration.

THERE IS a fairly widespread opinion that at all times Europe dominated in the foreign policy of the Russian State and that Asia remained neglected and forgotten. This is not true. In the late 16th century, under Ivan the Terrible, Russians started moving beyond the Urals. It took Russian hunters, Pomors (inhabitants of the northern coastal parts of country's European part), travelers, military, and clergymen a century and a half (a historically very short period) to cross the primeval taiga and cold seas to reach Kamchatka, the Kurils and River Amur on the other side of the vast continent. By the end of the 18th century, Russians had reached Alaska and set up a base in California complete with Fort Ross, the strongest fortress on the Pacific North American coast. Geographic maps abound in Russian names: Russian River, Mount Shasta (the name derived from Russian "schastye" - happiness), Mount Saint Helena, city of Sebastopol, Old Russian Hill, and Russian Hill. In the first half of the 19th century, the Russian-American Company acquired control over one of the Hawaii Islands. The local princeling became Ivan, the nearest river, the Don. Russian warships reached Australia and New Zealand; at one point, the northern part of the Pacific looked almost like Russia's inland sea.

THE IMAGE OF RUSSIA in Ukraine is signally important for the peoples of both countries, two fraternal peoples which in 1991 found themselves on different sides of the border. Integration of the two states depends on the way Russia is presented to the Ukrainians. This was important in the past and has become even much more important because of Kiev's vacillations between cooperation with Russia through the Customs Union and the Common Economic Space and with the European Union.
