Summary/Abstract A year ago, my visit here could not materialize. But the reasons that compelled me then to postpone the trip have turned today into the additional demanding circumstances and occasion for us to meet. I see that there is an attempt being made again to sow discord in the PACE's work and to distract the Assembly from discussing and solving truly urgent tasks, including those related to the need for deep reform of the parliamentary monitoring system. I consider this an important topic and will return to it later.
