Summary/Abstract Between 1952 and 2012, there were a total of 88 successful military coups in Africa. Of those, 63 occurred prior to 1990, and 10 cases since the adoption, by the defunct Organization of African Unity (OAU), of the Lomé Declaration in July 2000, banning military coups and adopting sanctions against regimes born out of this. The article shows that the African Union (AU) has followed in the footsteps of the OAU in this regard. Assisted by some African regional organisations and international partners, the combined effect of this policy of the AU - assisted by other factors - has been a significant reduction in the occurrence of this phenomenon. While not constituting a funeral arrangement for military coups in the immediate future, these developments - if they were to continue - may indeed make this eventuality achievable in the long run. But the article also reveals some challenges the AU is facing in ensuring this.

Summary/Abstract Most of the United States' judicial work takes place in the country's state trial courts. These tribunals preside over everything from traffic tickets to murder trials, from routine debt collection to massive environmental torts. Given their expansive role, the manner in which these courts function is of immense significance. But ultimately, we know very little about these institutions. Our ignorance flows both from trivial bureaucratic turf battles and from deeply rooted principles of local government, a phenomenon I have called "data federalism." In the last few decades, we have begun to form a partial image of the activities of these organs of government; but we know almost nothing about their past, and the little we do know suggests the dangers of extrapolation. This essay explores the extent of our ignorance of state trial courts and the difficulties of overcoming it.

Summary/Abstract Are preferential trade agreements (PTAs) in the Asia-Pacific region merely a political phenomenon with no economic basis, as some critics say? I challenge this interpretation; in this article I present an explanatory model based on intra-industry trade to indicate what economic interests should drive Japanese and South Korean PTAs with ASEAN partners, and derive specific predictions. An analysis of the actual tariff barrier elimination in the agreements suggests important, but highly specific, economic benefits. First, preference margins are substantively greater for intra-industry trade, and second, intra-industry trade is much less likely to be excluded from tariff reductions when imported into Japan or South Korea. This indicates that PTAs help firms specialize their production throughout the region, and provides an economic rationale for these agreements. A qualitative case study of the Japan-Malaysia PTA and a statistical analysis of tariff liberalization in the PTAs of Japan and South Korea with the ASEAN countries support this view.

Summary/Abstract In complex humanitarian emergencies, why are NGO-military relations cooperative in some cases, yet deeply conflictual in others? Drawing on historical-institutionalist theoretical insights, we argue that NGOs and military organizations are embedded in, and responding to, domestic institutional configurations that define a set of political incentives and constraints, material and normative, which structures and influences the characteristics and outcomes of their relations. Counterarguments suggest that organizational differences and the nature of their missions affect NGO-military relations. Using fresh empirical evidence we assess these arguments by comparing the Italian and the French experiences of NGO-military relations during the NATO-led International Security Assistance Force (ISAF) mission in Afghanistan and the UN mission in Lebanon (UNIFIL II) between 2007 and 2011.We find that domestic institutional configurations are not left behind when NGOs and military units deploy abroad. Rather, they shape NGOs' and militaries' capacity to work together instead of at cross purposes and ultimately influence the success of international action.

Summary/Abstract International relations theories emphasize the stabilizing role hegemons play in world politics. But little scholarship has examined the link connecting hegemony to its potentially positive returns in the security realm: force posture. We correct this deficit by developing and testing an argument about the consequences of different hegemonic force postures under varying threat conditions. We present a typology of force posture options and probe their effects through over-time analysis of how major powers have worked to provide one particularly important public good since 1945: access to Persian Gulf oil. Drawing on field work, we also explore the implications of our framework for current and future US force posture in the region. We conclude that hegemonic stability is a very real phenomenon in the Gulf, but it does not require the massive forward deployment of US forces that has characterized the past twenty years of US presence there.

Summary/Abstract Decisions in international institutions such as the European Union (EU) are often made by consensus, even when it is not required. Tit-for-tat exchanges provide an explanation for this phenomenon, as such exchanges can help to build up support for agreements states might otherwise not have had an incentive to support. Tit-for-tat exchanges are typically analyzed as trades of support across agreements. However, we argue that the priority of negotiators to further their national and bureaucratic interests makes exchanges across micro-level issues within a single proposal for agreement more prevalent than exchanges across agreements. Using both qualitative and quantitative analyses, we show that such within-agreement, rather than cross-agreement, linkages are related to an increased likelihood of consensus across an array of different EU agreements. To understand consensus in international institutions, more broadly, it is therefore necessary to look at the substantive issues at stake within each agreement

Summary/Abstract The middle class has emerged as a political phenomenon in China since 2002 through a state-sponsored discourse that sees it as a universal and universalising class. Although the evidence from other countries suggests that the growth of middle classes leads to regime change, this seems to be an unlikely outcome for China. In the first place, China’s middle class discourse has uncertain sociological foundations. Secondly, where the middle classes are identifiable they still probably constitute no more than 12% of the population. Thirdly, China’s middle classes have a very close relationship to the Party-state. Most of the professional and managerial middle classes are part of, or closely associated with, the Party-state; and the entrepreneurial middle class has either emerged from within the Party-state or has been incorporated into it.

Summary/Abstract In political systems with a powerful chief executive, such as in the Philippines, an essential element in the analysis of politics is a clear understanding of the impact of presidential politics. Two analytical theories have tried to understand this phenomenon: (1) a voluntarist, actor-centered, presidential-style approach, and (2') a structuralist, patronage-based approach. This article shows that neither approach provides a satisfactory account of the country's presidency. A more useful approach, the author argues, is the relational one (leveloped by US. political scientist Stephen Skowronek to analyze the presidency in the United States. Skowronek studies whether presidents attempt to govern in accordance with, or in opposition to, an existing presidential regime-a prevailing set of ideas, interests, and institutional arrangements. This approach allows for the assessment of the choices presidents make within structural constraints while differentiating the performance of presidents from their role as patron-in-chief. In order to apply this theory to the Philippine presidency however, it must be modi?ed to take into account campaign narratives, strategic groups, and institutional instability' Post- Marcos presidents, the author concludes, can best be evaluated based on how close their association was, or is, with the dominant reformist regime, which employs a narrative of good governance and democratization.

Summary/Abstract One of the most striking findings in political science is the democratic peace: the absence of war between democracies. Some authors attempt to explain this phenomenon by highlighting the role of public opinion. They observe that democratic leaders are beholden to voters and argue that voters oppose war because of its human and financial costs. This logic predicts that democracies should behave peacefully in general, but history shows that democracies avoid war primarily in their relations with other democracies. In this article we investigate not whether democratic publics are averse to war in general, but whether they are especially reluctant to fight other democracies. We embedded experiments in public opinion polls in the United States and the United Kingdom and found that individuals are substantially less supportive of military strikes against democracies than against otherwise identical autocracies. Moreover, our experiments suggest that shared democracy pacifies the public primarily by changing perceptions of threat and morality, not by raising expectations of costs or failure. These findings shed light on a debate of enduring importance to scholars and policy makers.

Summary/Abstract This article examines the upsurge in Chinese public support for the legacy of the Republican era, a phenomenon known as 'Republican fever'. The fever has arisen following the formal relaxation of restrictions on discussing the Republican period. The rationale for doing so is linked to political expediency and in particular to the CCP's quest for nationalist legitimacy. By acknowledging the positive aspects of the Republican era as part of a placatory policy on reunification with Taiwan, the CCP is trying to present itself as a key partner in a united patriotic front with the Kuomintang. But things have not turned out as planned. As Republican fever has spread across a diverse section of Chinese society, so too has criticism of the CCP's record in power. In light of this, we argue that instead of fortifying the Party's nationalist legitimacy, the CCP has unwittingly started a process which appears to be eroding that legitimacy.

Summary/Abstract At the dawn of the twenty-first century, a historic change took place in Latin America. Through democratic elections, left-leaning governments were established in a large group of countries (Argentina, Bolivia, Brazil, Chile, Ecuador, El Salvador, Nicaragua, Paraguay, Peru, Venezuela, and Uruguay). Even if this turn to the left has the nature of a "wave," the governments that are part of it show a marked diversity. Among them, the new populists (Venezuela, Bolivia, Ecuador) stand out, as well as the Kirchners (NĂ©stor and then his widow, Cristina), in Argentina, who offered a progressive version of the versatile Peronist movement. These governments have their peculiarities, no doubt, but they are rooted in the old trunk of populism, which has been a recurrent political phenomenon in Latin America during different historical stages and with different ideological leanings, from left to right.
