Summary/Abstract Daylight Saving Time (DST) policies have been in use since early in the 20th century. However, their energy saving effect is under review. The generalization of LED lighting has reduced the impact of lighting energy on the total energy consumption and, therefore, the effect of DST has been reduced. Nevertheless, in order to design an effective new policy in this aspect, it is necessary to understand how total electricity consumption would be affected by it but also how the load daily profile would change. This paper proposes an hourly load model that quantifies the effect of daylight on electricity consumption and simulates the effect of different DST policies. The model is applied to the inland Spanish electricity system and the three scenarios more likely to be implemented if current DST policy is changed: year round winter time (UTC+1), year round summer time (UTC+2) and keep DST but change clock 1 h back (GMT). The results show how changes in sunrise and sunset times affect daily load profiles. They provide overall, monthly and hourly energy savings for each scenario that are necessary for a well-informed DST policy design and implementation.

Summary/Abstract Germany continues to play a pioneering role in replacing conventional power plants with renewable energy sources. While this might be beneficial with respect to environmental quality, it also implies increasing electricity prices. The extent to which this is associated with negative impacts on employment depends on the interrelationship between labor and electricity as input factors in the production process. In this paper, we estimate cross-price elasticities between electricity and heterogeneous labor for the German manufacturing sector. We use administrative linked employer–employee micro-data combined with information on sector-level electricity prices and usage over the period 2003–2007. We find positive, but small conditional cross-price elasticities of labor demand with respect to electricity prices, which means that electricity as an input factor can be replaced by labor to a limited extent when the production level is held constant. In the case of adjustable output, we find negative unconditional cross-price elasticities, implying that higher electricity prices lead to output reductions and to lower labor demand, with low- and high-skilled workers being affected more than medium-skilled. Resulting adverse distributional effects and potential overall job losses may pose challenges for policy-makers in securing public support for the German energy turnaround.

Summary/Abstract Based on a recent technical-economical analysis on the island of Pantelleria, a policy feasibility study for a complete upgrading of the energy system of this Mediterranean Island is carried out. Pantelleria, situated between Sicily and Africa, owns a large potential in terms of renewable energy resources, although there are some obstacles in turning it into a Near Zero Energy system. Starting from a deep energy system audit, the study proposes the project for a near zero energy island, through the efficient transformation of the different existing natural energy resources into electrical energy and heat: the solar, the wind-based and the geothermal systems. In this way, the island can be turned into an almost autonomous system. The main difficulties connected to the implementation of the project can be identified in the national energy policies as well as in the specific local situation, characterized by a strong private monopole on generation and distribution of electrical energy which has no incentive for supporting the costs connected to the energy requalification of the island. On the other hand, the local administrations, involved in the project through bottom-up European policies, do not have the cultural and economic tools to go on with the implementation
