Summary/Abstract In the past three years, NATO countries have cut $120 billion from their combined defence budgets, and they are set to fall further in the next decade. In the US, the Budget Control Act will, by 2021, cut US government spending by $1 trillion much of which will come from defence cuts. US Defence Secretary, Chuck Hagel, said in 2013 that one of the least drastic ways of reaching cuts needed by the sequester would see up to 70,000 less active personnel in the US Army and up to 65,000 less in army reserves. The US Air Force could lose some 25,000 personnel because of sequester, along with 550 aircraft, according to USAF Secretary Eric Fanning.

Summary/Abstract With changes in policy clearly stating that in all future acquisitions of defence equipment, the first priority would be given to Indian companies both private and public, a number of private companies such as L&T, Bharat Forge, Mahindra Defence Systems, Tata Powers and Punj Lloyd have taken the plunge and are forging JVs with renowned global defence equipment manufacturing companies especially those related to manufacture of 155mm/52 caliber artillery Howitzers of all types. There is also an urgent need to quickly revise the present blacklisting policy of the government which is retrograde in its application and is doing more harm than good to the procurement process. Imposing of severe financial penalties on the company rather than banning, would yield better results and ensure that the acquisition of major/critical weapon systems does not suffer - an existing practice in many countries. The Naresh Chandra Committee on defence reforms has addressed this issue and the Government must act on it.

Summary/Abstract China's past history is laced with aggression and blatant disregard to world opinion. The PLA is well ahead of the Indian Army and this ever-widening gap, if not checked and bridged, will catapult Chinese adventurism. We should expect no respite from increasing Chinese pressure. China-Pakistan are hand in glove in waging asymmetric war against India and the situation is likely to get increasingly volatile inadvertently egged on by US-China and US-Pakistan equations and heightened Chinese aggressive posture. India needs to be prepared for a Chinese thrust into Arunachal Pradesh. We should have the capacity to thwart that and go for North Tibet employing not just the Mountain Strike Corps but all elements of national power.

Summary/Abstract The main attraction of military UAVs stems form the fact that their acquisition and training costs are far lower than those of combat jets.They can also be operated or stored at a fraction of the cost of manned aircraft. Neither do drones risk the life of a pilot nor are they subject to physiological limitations. They can remain airbrone for prolonged periods - loitering at great height and striking or assisting strikes with devastating accuracy when an opportunity arises. On these and other counts, they are superior to fixed wing aircraft and cruise missiles. They will surely play a key role in most future conflicts.

Summary/Abstract Achieving maritime safety would entail ensuring that the laws and regulations which govern the operations of sea-borne craft are adhered to. The Indian Coast Guard has so far not been seen to play any role in this area. It has been the exclusive preserve of the Director General of Shipping who operates through the regional Maritime Marine Departments. The situation is quite different with the US Coast Guard which actively monitors this aspect in the US waters. The US Coast Guard boards vessels for wide ranging inspections including the conduct of safety drills. Vessels found deficient in any area are liable to be detained. Serious infringement can lead to imposition of penalties. They also keep a historic record of such inspections which classifies ships according to country of registry, the company to which she belongs and the result of inspections. When a higher than normal proportion of ships of a country or a particular company are found to be deficient, the rest of the ships of the country or company are highlighted for more intensive scrutiny.

Summary/Abstract In terms of size, the Indian armed forces are amongst the largest in the world but in terms of equipment, they are lamentably lagging behind the leading edge of weapon systems and aircraft technology. In the area of military helicopters as well, India is forced to import most of the requirements from foreign vendors while the regulatory framework panders to HAL monopoly. Should the indigenous helicopter design and production capability be untethered from HAL and opened to private enterprise, there would be two advantages. Firstly, the delays and inefficiencies would disappear and secondly, the cost of leading edge technologies and products would reduce not just because of indigenous production, but also because of the possibility of export and economy of scale.
