Summary/Abstract |
The deployment of international troops in Afghanistan led by the US in 2001 brought new challenges for Pakistan to deal with. With American troops based in Afghanistan’s side of the border, the question of where the border was and Pakistan’s responsibilities for maintaining peace, law and order in its own territories acquired international attention. Militants were allegedly hiding on both sides of the border and were entering Pakistan through this porous border.

The war on terrorism is not just about security or military tactics. It is a battle of values, and one that can only be won by the triumph of tolerance and liberty. Afghanistan and Iraq have been the necessary starting points of this battle. Success there, however, must be coupled with a bolder, more consistent, and more thorough application of global values, with Washington leading the way.

Summary/Abstract |
The new wave of international terrorism gained strength in the aftermath of the 9/11 attacks, threatening not only the USA and its allies but also, as seen in the latest incidents, a significant part of the world. Continuing al-Qaida attacks signify the vulnerability and weakness of defence, security and intelligence systems in the face of the new international terror. The terror network has created an image of a postmodern virtual state. We argue that it has been shaped by a common ideology rather than in physical terms. Thus it is necessary to develop novel approaches. In this article we discuss Turkey's struggle against the new terror, underlining the fact that it is a Muslim majority state and has lively and dynamic Islamic traditions and different shades of Islamic belief. This situation makes the discussion more interesting, focusing on the position, perception, difficulties and struggle of a Muslim state with a democratic and secular mode of government vis-Ã -vis an allegedly Islam-inspired international terror network. There is an urgent need to develop an international terror strategy to counter terror attacks against Turkey, Britain, Egypt and others. We underscore the vital requirement of reconciling the macro-schemes and priorities of the global 'war on terror' with the national conditions and needs of the other countries involved in the struggle against the terror network.

In the 21st century, does empire make sense? From the viewpoint of flexible and increasingly de-territorialised capitalism, does empire matter or is it a costly liability? Are the new wars an expression of US capitalism or do they reflect a US superpower syndrome and path dependence on the national security state? This paper takes the latter view and argues that the superpower syndrome is embedded in the American bubble. Civilian casualty rates in Iraq and Afghanistan are extraordinarily high. This occurs at the confluence of several trends: the USA seeking land power on a distant continent, the tendency to view countries as strategic real estate and the American bubble that leads Americans to underestimate resistance. In closing I draw a balance sheet of whether and how empire matters and briefly address the global realignments that are underway.
