A citizen applying to go abroad on private business is to submit an application to the department in charge of entries and exits at the county or municipal public security bureau where his or her permanent residence registration is located on the basis of his or her valid identity card, residence booklet or other proof of residence, and testimonial(s) related to his or her reason for applying to go abroad.
