Summary/Abstract Through case studies of four Russian regions, we examine the trade-offs between social and economic policy at the regional level. All four regions studied seek to stimulate entrepreneurship while preserving or expanding social welfare coverage. Regions differ in development strategies, some placing greater emphasis on indigenous business development and others seeking to attract outside investment. Variation in levels of democracy are unrelated to policy choices. All four regional governments consult actively with local business associations while organised labour is weak. The absence of effective institutions to enforce commitments undermines regional capacity to make social policy an instrument for long-term development.

Summary/Abstract China's Labor Contract Law came into force on January 1, 2008. One of several important legislative acts aimed at improving the processing of labor grievances through mediation, arbitration, and litigation, and averting collective labor protest, it provides that all employed persons must work under written individual employment contracts. We evaluate the legislation's impact nationally and by province for the years before and after the law's adoption. Observing that the law's effect varied substantially across provinces, we estimate the effects of the law, controlling for time, development level, export intensity, and migrant labor share, on the volume of disputes by province using a cross-sectional time series design. We also examine the law's impact on the incidence of collective disputes and the grounds for disputes. We find that the law significantly increased the volume of labor disputes, raising questions about the relative costliness of the government's strategy for managing employment relations.

Summary/Abstract Effective systems of vocational education are crucial to economic and social development. However, the coordination of labour market demand and the supply of skill requires either well-functioning labour market institutions or institutionally embedded strategic partnerships among government, labour and employers. In particular, the transplantation of German-style dual education methods to a different environment poses significant institutional dilemmas. Russia presents a useful case for examining the conditions under which such arrangements can be established. Based on a series of interviews in six Russian regions and a set of case histories, we seek to draw testable hypotheses that can be applied to other settings.
