As Allied combat forces return from Afghanistan, Russia's annexation of Crimea has reminded NATO that the security of a rules-based international system in Europe cannot be taken for granted. Efforts to reassure Allies and partners in Eastern Europe have thus become a top priority. This, however, should not lead the Allies to turn their backs on broader, global geostrategic developments - particularly at a time when Asia is emerging as the world's economic and geopolitical centre of gravity. If the West is to prosper in a changing world, argues Luis Simón, it should be able to both defend Europe and project security globally.

Skepticism is normal in any project development and it will naturally continue to accompany the Eurasian integration project. Regular monitoring of public opinion will help uncover sore points. To curb skepticism, systemic preventive measures are needed, such as an earnest and well-balanced dialogue with the public and business community.
Skepticism is increasing in the post-Soviet space about the Eurasian Union (EAU). Similar to doubts surrounding the European Union, the public, government officials, and business and expert communities are growing less enthusiastic about the success of the Eurasian project. As euphoria over the launch of the Customs Union and the Common Economic Space dies down, attitudes towards the Eurasian project are becoming progressively sober and public support for the emerging Eurasian Economic Union is shrinking.

Most theories of war and peace in the modern world, whether they acknowledge it or not, emerge from three historical questions. Why did the First World War break out? Was Hitler's Germany - and its murderous campaign of domination and destruction - unique? And how do nuclear weapons affect international relations? Coming first and producing a seemingly inexhaustible inheritance that vexes geopolitics to this day (think Syria), no international relations scholar can avoid wrestling with the causes of what was once called the Great War.

| Summary/Abstract |
This essay proposes a new theoretical framework for analyzing the rise of China and its impact on Asian security order. While the rise of China is reshaping Asia's military balance, the region has also witnessed equally important and longer-term changes, especially economic interdependence, multilateral institutions and domestic politics. The implications of these changes are not fully accounted for by the different types of security orders proposed by analysts to describe the implications of China's rise, such as anarchy, hierarchy, hegemony, concert, and community. This essay presents an alternative conceptualization of Asian security order, termed consociational security order (CSO) that draws from different theoretical lenses: defensive realism, institutionalism, and especially consociational theory in comparative politics. Specifying the conditions that make a CSO stable or unstable, the essay then examines the extent to which these conditions can be found in Asia today. Aside from offering a distinctive framework for analyzing China's rise, the CSO framework also offers an analytic device for policymakers and analysts in judging trends and directions in Asian security.
