Summary/Abstract In little more than two decades, Germany has undergone an extraordinary transformation in attitudes towards immigration. In the early 1990s, as the recently reunified nation was facing a surge in migrants from the wreckage of the former Soviet Union, and a wave of refugees from civil war in the Balkans, the consensus was that 'Germany is not a country of immigration'. Migrant workers who had flocked to join the German economic miracle in previous decades from Turkey, Greece, Italy and North Africa, were regarded as gastarbeiter - guest workers - who were expected to return home when their jobs were done.

Summary/Abstract In Romania, the MoND was allocated RON8.08 billion (U$2.18 billion) or 1.3% of GDP in 2013, a slight increase over the 2012 defence budget that was RON7.34 billion. Still, the current defence budget is lower than the 2% target set by NATO, which Romania joined in 2004. On the other hand, the defence budget has stayed at 0.8% of GDP since the beginning of the financial crisis in 2008.
