Summary/Abstract This paper explores the way in which historiography produced in Turkey (or by Turkish scholars abroad) approaches foreign military/diplomatic interventions in the Ottoman Empire during the long nineteenth century. It focuses on three case studies where ‘humanitarian reasons’ formed the discursive basis/justification of such interventions. The author argues that when the distinction between victims and perpetrators, civilians and combatants, emerges as an interpretive dilemma in the debates of the historical period examined, similar interpretive and normative challenges are inherited by the historiographical accounts of it. The paper distinguishes two contrasting ways in which Turkish historiographical scholarship responds to such a dilemma. The first remains confined by the way Ottomans themselves viewed the world around them and uncritically reproduces rigid categories of selfhood and otherhood between ‘us’ and ‘them’. The second trajectory offers tools for understanding the conflicts behind the construction of the category of the human worth of international protection, and disentangles itself from the normative bind described above.

Summary/Abstract Although the collective memory of war is frequently invoked in post-war societies, who chooses to invoke it and to what effect has been less studied relative to other aspects of such societies. In this article we employ a case study of Sierra Leone to address this deficit in the post-conflict scholarship by illustrating how the collective memory of that country’s civil war is appropriated by diverse actors in the post-war society. Drawing from field interviews, we present evidence showing how, and why, several societal groups constituted as distinct post-war identities such as victims-rights groups, former defenders of the state, or perpetrators of the violence during the Sierra Leone civil war articulate dissatisfactions with their livelihoods and the reactions of state officials to their demands. The article explains why, and how, successive governments have selectively suppressed the discontent of some groups over livelihood insecurities that are construed as threats to public order while ignoring violent protests from other groups over similar issues, in spite of a 1965 public order act restricting protests. Thus, the article argues that state officials in Sierra Leone have not demonstrated superior commitment to peacebuilding than societal groups that make demands on the state.

Summary/Abstract This paper considers two aspects of historiography about the 1967 Arab–Israeli war – American and Soviet foreign policy in the region – to better appreciate the Soviet role in the outbreak of hostilities, as well as how the war concretized the USA–Israel ‘special relationship’ and weakened American–Arab relations. Relying especially on research from the Lyndon Johnson Presidential Library and Foreign Relations of the United States (FRUS), this paper argues that Soviet officials had little interest in pursuing measures to prevent war during the prewar crisis because the situation promised to undermine American interests in the region.

Summary/Abstract One of the great appeals of securitization theory, and a major reason for its success, has been its usefulness as a tool for empirical research: an analytic framework capable of practical application. However, the development of securitization has raised several criticisms, the most important of which concern the nature of securitization theory. In fact, the appropriate methods, the research puzzles and type of evidence accepted all derive to a great extent from the kind of theory scholars bequeath their faith to. This Forum addresses the following questions: What type of theory (if any) is securitization? How many kinds of theories of securitization do we have? How can the differences between theories of securitization be drawn? What is the status of exceptionalism within securitization theories, and what difference does it make to their understandings of the relationship between security and politics? Finally, if securitization commands that leaders act now before it is too late, what status has temporality therein? Is temporality enabling securitization to absorb risk analysis or does it expose its inherent theoretical limits?

Summary/Abstract In this article, we examine the administrative functions that have been carried out by social organizations (SOs) in China since 2013. We use evidence from Guangdong to demonstrate that the transfer of authority to SOs is selective, tends to create more burdens for local government, and generally does not lead to greater autonomy for SOs. We focus on five types of SOs that are undertaking new administrative functions with varying degrees of operational autonomy, which relates to the consultative authoritarian model proposed by Jessica Teets. Consultative authoritarianism allows for the expansion of relatively autonomous SOs and the development of indirect state control mechanisms. The model is designed to improve governance without democratization by expanding the role played by intermediaries such as SOs in public administration and service delivery. The evidence from Guangdong permits us to conclude that the transfer of authority to SOs allows for innovations in public administration, but that politics continues to motivate government decisions as to which functions are suitable for SOs to undertake, casting doubt on the ability of the Chinese Communist Party to achieve sustainable improvements in local governance and public service provision.

Summary/Abstract This article compares the politics of climate change in the Sundarbans region in Bangladesh and India based on ethnographic fieldwork in four villages and among migrants from these villages in Kolkata and Khulna city by focusing on the long aftermath of cyclone Aila. The comparison highlights different policy options and framings of extreme weather events . Ten years after the cyclone, the aftermath of Aila continues in both regions we studied in Bangladesh and India, but partly for different reasons. In our study areas in Bangladesh, the aftermath of Aila reinforced the neglect of coastal livelihoods, whereas, in the communities we studied in India, Aila spurred new investments in the affected areas. By comparing how the political is interwoven with the natural, we demonstrate how Aila's lingering impacts have emerged as part of local power relationships and diverse forms of agency. We highlight the multiplicity of policy responses and people's practices not only between communities and countries facing a similar predicament but also within the communities themselves. We argue that the politics of climate change is not only about climate change policy to mitigate the impact of ecological disasters but also about the reconstruction of political agents and practices.

Summary/Abstract In the past, weekly journals often served as the primary vehicle for the publication and dissemination of high-quality literature. Novels and plays were often serialized in such periodicals, which also featured items of poetry, essays and even political analysis. The Turkish weekly Servet-i Fünun [Wealth of the Sciences] which began publishing in 1891 and closed down in 1944 attracted contributions from the best Turkish writers of its time, and its very name became a banner for new currents in Turkish literature, whether poetry or prose. Part of its success was due to the single-minded labours of its founder and editor, Ahmed İhsan, a journalist and novelist of distinction. The article attempts to assign to the journal and its editor their proper place within the history of Turkish literary journalism.

Summary/Abstract Recent events in Kazakhstan show that political art has the potential to be a potent form of protest in some of the most authoritarian states in contemporary Central Asia. After the collapse of the Soviet Union, artists in Kazakhstan and elsewhere in the region began turning away from the canon of Socialist Realist art, with its sole aim of serving the regime and depicting its visions of the future. New forms of contemporary art emerged, drawing sharp contrasts with official art in form, content, and culture, as more artists insisted on freedom from state patronage and control. In the political upheaval following the resignation of long-ruling President Nursultan Nazarbayev, artists have inspired protests with pointed critiques.

Summary/Abstract It has been argued that Tan Zuoren's essay ‘Longmen Mountain, please bear witness for the children of Beichuan’ is not only an attempt to narrate an alternative version of the story of the Wenchuan earthquake but also to present a vision of an alternative future for Chinese society. The building blocks for this alternative future would be finding a balance between human beings and nature, respect for minorities, and responsible rule. Tan does not demand the end of Communist Party rule, but explains how the system could be changed to make it better for both the people and nature. The keys to achieving this goal are rectifying historical injustices, an honest examination of mistakes, and respect for ordinary people.
