The article discusses approaches in updating and upgrading territorial defense system. Topics discussed include motivational, organizational and functional components of territorial defense systems. Recommendations include dividing functional principle of territorial defense areas into districts under the commander deployed by the Interior Ministry's forces, deployment of forces on the strategic, operational and tactical levels and improvement of forms and tactics to fulfill defense missions.
