Summary/Abstract Since the leadership transition in China in November 2012, there have been significant changes in Chinese foreign policy. It has been widely observed that under the new leadership headed by President Xi Jinping, Beijing has become more assertive in international affairs. This paper ex- amines the emerging contours of China's foreign policy under Xi and the implications for the future regional order in the Asia Pacific. It argues that recent international behaviour of China is the manifestation of a new phase of Chinese foreign policy that could be defined as ‘peaceful rise 2.0’. In this analysis, while Beijing still adheres to its declared ‘peaceful development’ policy aiming to maintain a stable external environment conducive to its ascendance, the manner in which it seeks to do so are considerably different from past decades. The paper further argues that despite China's growing power, President Xi faces greater difficulties than his predecessor to achieve his foreign policy objectives. Indeed Beijing's capacity to shape the regional environment in its favour in the near future is arguably declining rather than increasing.

Summary/Abstract In his separate visits to Kazakhstan and Indonesia in September and October 2013, President Xi Jinping of China called for joint development of an "Economic Belt along the Silk Road" and a "Maritime Silk Road of the 21st Century". The "Belt" and the "Road" are two major initiatives that China has made to deepen reform and opening-up and advance its neighborhood diplomacy. They have been written into the documents of the Third Plenum of the 18th CPC Central Committee, the Meeting on Neighborhood Diplomacy and the Central Economic Work Conference, and have been enthusiastically received both at home and abroad.

Summary/Abstract The principles of China's current foreign policy and global strategy are examined, along with their connection to the world-view prerequisites of traditional Chinese philosophy, culture, and politics. The author shows that a category of transformations (e.g., hua and yi) that emphasize conformity, the importance of certain events in the life of a person or country, and the hidden continuity of polar values lie at the heart of the traditional Chinese world-view, strategy included. From this premise stems the concept of the existence of two dissimilar but not individual world orders. Opposition between an individual and the outside world is not allowed. The historical significance of the ideal of a "Community of Common Destiny" and the concept of a "New Celestial Empire" promoted by the Chinese leadership is marked by parallels between Chinese and contemporary Western philosophy.
