"Historians believe that historical essays have nothing to do with the science of history and are actually harmful. Indeed, authors of such essays, whether intentionally or unintentionally, leave traces of themselves and their time. The same is true of editorials and reviews found in today's newspapers." ' The Origins of the Japan-China Territorial Issue, a new book by Mr. Murata Tadayoshi, an honorary professor at Japan' s Yokohama National University is also an example of what the Contemporary Historian, Mr. Chen Yinke, was referring to in the above. It is common knowledge that after Japan's Noda cabinet adopted its "nationalization" policy over the Diaoyu Islands on September ll, 2012, the Sino-Japan relationship began a downward spiral, while rivalry between non-govemment groups from both nations escalated. The Diaoyu
Islands dispute has become a hot topic for both the media and academia. Among the many works on the topic, Professor Murata's is quite unusual. While tensions remain high between China and Japan, his book carries an impressive argument as shown by work's subtitle-FaZsz?ed Facts in Japanese Government Papers. The cover of the book also features the question--"Are the Diaoyu Islands an inherent part of Japan's territory?"

The international strategic situation in 2013 appeared very calm than ever before and had no outstanding features; the fact of its having no special feature was its de?ning characteristic. Although 2013 could be
characterized as a normal year, the international strategic situation has undergone some profound changes. One of the most important is that the United States may have quietly given up its role of the "world police." The 'post-American era' has begun to arrive without attracting much attention in the international community. Many of these profound changes, including the long-term downturn of the world economy, the ongoing process of the West 's decline and the rise of the East, the endless chaos in the Middle East, readjustments in the international order and great power relations, and the evolving relationship between China and the U.S. are all closely related with this dawning of the 'post-American era.' Thus, the 2013
international strategic situation could be seen as holding the seeds of greater change than has been seen since the collapse of the Soviet Union in 1991.

As part of its new strategy of "retuming to the Asia-Pacific region", the A Obama administration has adopted some tough economic policies towards China, notably promoting the Trans-Paci?c Partnership (TPP) and attempting to establish new rules of international trade and investment aimed at strengthening economic ties with other Western countries through the Trans-Atlantic Trade and Investment Partnership Agreement(TTlP ), both of which tend to compress the geopolitical space for China's economic rise. The administration is also using a 'green barrier' to suppress the development of China's high-tech industry, and using economic diplomacy and investment restrictions against Chinese state-owned enterprises. This paper seeks to examine and analyze the causes of shifts in the U .S. economic strategy towards China.

By comparison with the "Arab Spring" that swept through the whole Bregion in 2011 and the political transition evident in many Arab countries in 2012, political development in the Middle East in 2013, to many observers, seemed lost in chaos. Arab countries undergoing political change were plagued by disorder, volatility, and violence. With US. strategic withdrawal from the region imminent, geopolitical dynamics
regrouped. Struggles among regional powers entered a new stage. Four characteristics of the Middle East situation are harbingers for future outcomes: political "ehaos" in the Arab world, "flux and reflux" between moderate and radical lslamists, geopolitical shocks caused by the strategic withdrawal of the U.S. from the region, and continued uncertainty over the Iranian nuclear issue.

In February 12, 2013, North Korea announced it had successfully Conducted its third underground nuclear test. After such a dangerous move, the U.S. and South Korea tightened their bilateral security cooperation and beefed up defense measures. This caused tensions to escalate on the Korean Peninsula, and the situation appeared to spin out of control. The crisis pushed China and the U.S. together to work on this issue. This article will analyze those deep-seated factors affecting bilateral cooperation and make an initial exploration 'of its prospects while providing an overview of their joint actions to solve the North Korean nuclear issue.

A fundamental change in Japanese politics means that neo-conservatives now are meeting fewer obstacles. The wide margin enjoyed by the Liberal Democratic Party led by Shinzo Abe in Japan' s July 2013 election for the upper house (House of Councillors) was a second resounding victory for the LDP, which had won in the lower house (House of Representatives) at the end of 2012. Whether or not the LDP can assume the long-term reins of government, the party will have a comparatively steady lock on the Japanese political arena in the short term. The so-called "twisted Diet" or "distorted" two-house system that has existed since 2007 will be nonexistent. Abe' s open intention to "cast off the postwar system" translates into a dynamic turn toward increased nationalism, militarism, and domestic repression as the answer to economic stagnation.

Since May 2008, relations across the Taiwan Strait have experienced a Historical turning point. The two sides of the strait have tided over a "high-risk" period and embarked upon a path of peaceful development and benign interaction. When the Obama administration came to power in January 2009, the new situation in cross-straits relations had already taken hold. By then, the US. was busy coping with a series of challenges both at home and abroad, including tackling the ?nancial crisis and seeking to end the two wars in Iraq and Afghanistan. So, it can be said that the Taiwan issue was neither a priority in Obama's foreign strategy, and that he did not expend as much energy on it as his predecessor.
