Summary/Abstract The 2013 renewable energy policy mandates adopted in twenty-seven countries will increase the need for liquid biofuels. To achieve this, ethanol produced from corn and sugarcane will need to increase from 80 to approximately 200 billion l in 2021. This could be achieved by increasing the productivity of raw material per hectare, expansion of land into dedicated biofuels, or a combination of both. We show here that appropriate land expansion policies focused on conservationist programs and a scientific basis, are important for sustainable biofuel expansion whilst meeting the increasing demand for food and fiber. The Brazilian approach to biofuel and food security could be followed by other nations to provide a sustainable pathway to renewable energy and food production globally.

Summary/Abstract Gross profitability margin (difference between retail and wholesale prices) for unleaded petrol exhibits substantial variations across 108 cities, towns and regional centres in Australia. This paper examines if such variations (averaged during 2007-2012) can be explained by (a) transport costs proxied by the distance between retailers and wholesalers; (b) the size of the retail market; (c) market competition proxied by the number of cars in the vicinity of the retailers; (d) dummy variables capturing other qualitative attributes associated with the retailers' locations. Three cross-sectional regressions are estimated but only one successfully passes all diagnostic tests. By identifying a number of locations exhibiting excessive profit margins, the results of this paper enhance the efficiency and transparency of petrol pricing in the retail market. It is found that the extent of excessive profiteering in Western Australia (WA) and South Australia (SA) were lower than other Australian states and territories. This important finding can be explained by a strong presence of independent petrol stations in SA and the successful price-monitoring performance of FuelWatch in WA.

Summary/Abstract Specific strategies for the energy sector should be a central part of a sustainable mountain policy. However, there is a lack of research on the energy issues of mountainous areas and specialized energy policy measures cannot be effectively supported. The determination of the energy demand in mountainous areas, which is an essential step in the direction of developing mountain energy policy, is analyzed in this paper. Greece has been selected as a case study. The results show that altitude is the decisive factor affecting degree-days and energy needs, within the geographical range of Greece. It is proved that the thermal, as well as the total energy demand are significantly increased in mountain settlements. The annual energy expenditure of a typical residence lying at an altitude of 1000 m proved to be 85% higher than the corresponding cost at sea level. This makes mountainous populations vulnerable to energy poverty. It is also proved that the subsidy policy for heating oil, in Greece, cannot alleviate energy poverty. The results of the present study can be utilized in the direction of re-designing the present policy and this is a completely necessary step for creating a sustainable policy for mountainous areas, in general.
