Summary/Abstract The end of Second World War and the wave of globalization along with the process of trade liberalization have nurtured the emergence of several regional and sub-regional organizations all over the world either in the developed part or in the developing part of the globe. This present paper analyses and contemplates on such type of regional groupings in the South and Southeast Asia which aim at the promotion of peace, stability, security of the hemisphere; greater transaction of trade and finance; and the betterment of overall region and upliftment of the living standards of the people living within the expanse. Here an attempt has been made to diagnose the role of regional and sub-regional organizations in this area namely ASEAN, SAARC and BIMSTEC and also a subsequent study to analyze the patronizing character of India for the furtherance of such groupings.

Summary/Abstract As far as the China factor is concerned, India's policy toward Southeast Asia is influenced by this assumption that if China is strong in terms of economic interaction with Southeast Asia, India has a clear edge in the strategic arena. It is obvious that one of the reasons why ASEAN is keen to bring India into the regional affairs is the concern with China. It needs to be underlined that there are at present no signs of rivalry or competition for influence between India and China in Southeast Asia. It is hoped that Southeast Asia is a large enough region and the multilateral institutions are strong enough to accommodate the interests of great powers so that the region will not become a battleground for influence. Neither India nor ASEAN wants to create the impression that India's involvement in Southeast Asia is because of China.

It also seeks to analyze the interaction between the two countries in multilateral forums such as the Association of South East Asian Nations. Is the relations a portrait of perfect congruence of interests or is it conditional upon other imperatives? What are the factors that have brought the two countries closer to each other thus far in the twenty- first century? And what are the implications of the relations for the Indian foreign policy makers?

Summary/Abstract In recent years, the changing power dynamics of the past military rulers to civilian way of functioning has raised number of questions in the discourse of international politics. This shift of power structure has evolved on account of a number of important factors; the autocratic rule of the military junta, the absence of democratic norms, violation of Human Rights, followed by under development on account of international sanctions, pressure from the Western world to follow democratic norms, the inclusion of Myanmar into ASEAN and the pressure of the latter on the former to establish democracy, remains the prime reason for the weak economic development. The shifting paradigm of military rulers to civilian government since 2011 followed by the entry of various actors like USA, India, Japan, and China shifted the entire gamut to a different direction. This article will highlight the role of ASEAN over the years with reference to Myanmar's new government and assess the implication in India.

Summary/Abstract The emerging economic cooperation between India and ASEAN nations will be a great achievement for both the partners and will demonstrate enough potential for an ever increasing multifarious partnership, leading to all round growth and prosperity. Furthermore, the cooperation between them will add to their collective power with which they can effectively stand against the rising menace of terrorism and other socio-economic and political challenges in the East. Also, their unity and strength will deter outside powers from intervening into their internal affairs and will work as a strong regional bulwark against undue sovereign claims by China over entire South China Sea and also over territories of almost all of the ASEAN nations, particularly, Vietnam and Philippines and the same holds good in case of Japan and South Korea as regards territories of East China Sea and also other adjacent areas respectively.

Summary/Abstract Since the early 1990s, India steadily expanded its defence cooperation with the Southeast Asian nations, both bilaterally and multilaterally. But defence cooperation was by no means the priority for India or the ASEAN. Despite the many calls on India to play a larger role in Asia, India has been rather hesitant in articulating a grand strategy for its Asian policy. Unlike China where the strategic community and the government have shown great self-consciousness of Beijing's rise and articulated a clear set of regional goals, India has been relatively mute.

Summary/Abstract India became a sectoral dialogue partner of ASEAN in 1992 and upgraded to full dialogue partner in 1996. In 2012 December, ASEAN-India commemorated the 20th anniversary of dialogue level partnership and the 10th anniversary of Summit-level partnership with a Commemorative Summit in New Delhi under the theme ASEAN-India Partnership for Peace and Shared Prosperity". The summit endorsed elevating the partnership to a "Strategic Partnership". ASEAN-India Plan of Action 2010-15 envisages cooperation in a range of sectors in politic, economic, social-culture sphere for deepening and intensifying ASEAN-India cooperation. The ASEAN-India functional cooperation is also included in the cooperation across a range of various sectors. Yet, there is still a long journey awaiting India and ASEAN in their collaborative endeavour as they squarely face numerous complex challenges of regional security cooperation in the 21st century.

Summary/Abstract India- ASEAN relations have come a long way in the last two decades, providing enormous opportunities to both sides to cooperate on wide range of issues. The India ASEAN Partnership for peace, progress and shared prosperity 2004-2010 and 2010 - 2015 has proved instrumental in taking these ties to new heights. Summary/Abstract A clear-cut observation on India-ASEAN relations make it clear that both the parties have been able to establish good relationship in political, economic and security sphere where their economic relation occupies a predominant position. After India's adoption of look east policy and reforms in Indian economy, the protectionist nature was removed and India-ASEAN trade placed for open competition and in these circumstances India-ASEAN trade is increasing to its maximum. So it is necessary that the leaders of India and ASEAN work to resist protectionism in the future, and this would help for deepening the bilateral ties between India and ASEAN countries.

Summary/Abstract India -ASEAN relationship has developed over the period of time as a marriage between two desirables. ASEAN was formed by ten South East Asian countries as a regional formation for the purpose of trade and commerce but of late it realised that keeping itself confined to just ten countries would not serve the larger purpose of economic gain as well as political group of a formidable strength. Summary/Abstract This article is an attempt to understand the similar nature of engagement that both India and the Association of South East Asian Nations (ASEAN) shared with Myanmar, a country located at the tri- junction of East Asia, South Asia and South East Asia from 1960s onwards. In spite of its location it had not featured in the policy priorities of neither India nor ASEAN till the 1990s. 1997 saw the inclusion of Myanmar into ASEAN and 1990s saw launching of India's look east policy. With India's look east coinciding with ASEAN's look west, India has come to share common borders with the South East Asian region and any connectivity attempts with the region via land inevitably requires Myanmar. Connectivity is very vital for any kind of relations and this paper shows how Myanmar has become an important land bridge in India- ASEAN connectivity and emphasizes how normalization of ASEAN -India, ASEAN- Myanmar and Myanmar- India relations has removed a number of roadblocks to such connectivity.

Summary/Abstract India's economic interactions with the ASEAN region have been an experiment in considerable success, particularly in the backdrop of the signing of the ASEAN-India Free Trade Agreement (AIFTA) in Goods in 2009. While on the one hand, this experience marked a milestone for New Delhi's economic multilateralism with one of the world's most prosperous regions, it constituted the pedestal for its more vigorous engagement with ASEAN, insofar as negotiations for the Regional Comprehensive Economic Partnership (RCEP) are concerned, on the other. A unique ensign of India's economic dynamism in Southeast Asia has been its two-pronged feature: at one level, the conclusion of the FTA (in Goods) with the ASEAN as a whole and the signing of FTA/CECAs (Comprehensive Economic Cooperation Agreement) with individual member-states, at the other. It is in this context that the present article will trace the trajectory of India's economic multilateralism with ASEAN, both at the organizational and bilateral levels (countries with which FTA/CECAs have been signed) and the imperative of concluding the FTA in Services and Investments, so as to reap the holistic benefits of this regional trading arrangement.

Summary/Abstract The Northeast is geopolitically situated between mainland India and Southeast Asia. As a single geographical entity Northeast of India comprises of seven states - Assam, Nagaland, Manipur, Arunachal Pradesh, Mizoram and Tripura plus Sikkim. The region comprises of highly undulating hilly terrains, covering 263,179 sq km which is about 8% of the total geographical area of the country. The region is one of the landlocked regions of South Asia. About 4500 km i.e. 98% of its border is with five different countries of South Asia-Nepal, Bhutan, China, Myanmar and Bangladesh. No other region of the Indian union share common border with so many different countries. The region is connected to the Indian mainland by a small corridor called 'chicken neck' through the tenuous 22 km Siliguri corridor.

Summary/Abstract ASEAN has proven to be a successful regional association. It has much to offer the IOR and its sub-regions as the larger region moves to a new era of development and regional institution-building. It could play a useful role in dampening down some of the instability that is emerging in the IOR. Therefore, ASEAN as an institution and as a potential security stabilizer in the region and its members, cannot afford to ignore these trends and should pay increased attention to promoting links with all the important countries of the IOR, especially with an "emerged great power" like India. China's rapid rise to great power status and India's emergence as a major power compelled new ways of thinking about the relationship between the Pacific and Indian Oceans as well as between East Asia, South Asia, West Asia and East Africa.

Summary/Abstract Cooperation is the key word of both the BIMSTEC and the MGC Initiatives. It is the driving force behind the success of these dynamic endeavours, which essentially justifies the formation of a community feeling among the member-states. The respective repositories of the members can be exchanged and utilised for the optimum utilisation of the available resources thereby enhancing the spectre of reaping benefits. Under the essence of cooperation the member-countries acquire the opportunity of a wider intermingling and knowing each other deeply, which provides the ground for intense understanding among the member- countries wherein the member states expand their perimeters of cooperation sidelining their differences. Summary/Abstract The paper examines the shifting historical trajectory of India's Look East Policy and existing contours of India's foreign policy which defines India's role in Southeast Asia. India's look east policy was envisioned during the period of Narasimha Rao Government in 1991 as a focused foreign policy approach towards the Asia-Pacific region particularly towards the Association of Southeast Asian Nations (ASEAN) region. The immediate impetus seemed to be to check or match Chinese economic and strategic growing influence in East Asia. Today, the cooperation between India and ASEAN has gone beyond functional aspect to include political and security dimensions. However, there are still some irritants like policy of protectionism in the economic sphere and low people to people contact i.e. historical and cultural linkages can be truly invoked by actually facilitating human movement across the borders between north-eastern region of India and Southeast states of Asia.

Summary/Abstract With a focus on challenges and prospects of APT in East Asian regionalism, among the challenges, the establishment of strong regional and financial institutions such as APT and CMI is not being welcome by the U.S. and the major international financial institutions like IMF, World Bank, etc, so they may lobby to undermine it. There are also calculations that APT would probably be dominated by China. Such calculations by Japan, Indonesia, Thailand, Vietnam, etc favorably affected the deeper regionalization process of APT, and at this framework, no one could balance with China in security and political terms. Such anxiety among its members is also another major obstacle in a deeper process of regionalization. On strategic fronts too, there are competitions among the members of APT.
