Summary/Abstract Defence procurement in the UK has drawn a large degree of political and academic attention due to large-scale projects regularly being delayed and costing significantly more than the original estimate. The focus on contemporary defence procurement, however, suffers from one major drawback: a lack of historical contexualistation. This article redresses this imbalance between the focus on contemporary defence procurement and the problems faced purchasing military equipment in the past. The defence industry most representative of the contemporary procurement environment is the British aircraft industry in the inter-war period. This was an industry that was not publicly owned and presented dynamics that are comparable to today. This article explores the problems associated with twenty-first century defence procurement through this historical lens, demonstrating that many of the problems faced, and solutions proposed are not necessarily as new or innovative as has been claimed.

Summary/Abstract Controversy has long surrounded the role and profitability of US defense contractors. From a financial perspective the question becomes whether defense contractors earn greater profits and investor returns than other companies during military conflicts. We explore this question by examining the accounting profitability and investor returns of US aircraft manufacturers before, during, and after World War II and compare them to a sample of non-defense firms. We also examine the reactions of aircraft stock prices to important political and military events of the time. We find that (1) aircraft stocks exhibited positive abnormal returns around events associated with defense buildups and outbreaks of hostile action and negative returns around events signaling an end to hostilities, (2) the company’s accounting returns improved during the war but these higher accounting returns did not translate into higher stock returns for the shareholders, and (3) investors could have earned higher stock returns had they switched out of aircraft stocks after Pearl Harbor and reinvested the proceeds in the overall market.

Summary/Abstract Pratt & Whitney delivered its first ship set of PurePower PW1100G-JM engines on schedule to Airbus last month for its A320neo aircraft family. According to David Brantner, president, Pratt & Whitney Commercial Engines, "Pratt & Whitney has completed more than 75 per cent of certification testing and we are on track to meet or exceed all commitments." The PurePower engine family has now completed more than 9,000 hours of rigorous testing and is on track and ready to power the first A320neo aircraft in late summer, he added. Compared with an A320ceo without Sharklets, the A320neo powered by PW1100G-JM engines will provide customers with up to a 15 per cent reduction in fuel-burn and a corresponding reduction in CO2 emissions. The PW1100G-JM engine also provides up to a 75 per cent reduction in the A320neo noise footprint, which is environmentally friendly, allowing longer hours of operation at airports that operate under curfew. The PW1100G-JM engine is currently in the middle of rigorous testing, with certification planned for the second half of this year. Airline operation or entry into service is planned for the fourth quarter of 2015. As of today, the PurePower engine family has received more than 5,500 orders and commitments, including options from more than 50 global customers.

Summary/Abstract Asia Pacific economies - particularly Japan, South Korea, China and Singapore - play a large and growing role in the commercial aircraft industry, despite the fact that the region has no major independent plane-maker. Instead, Asia has secured a significant position in the increasingly elaborate global production networks of Boeing and Airbus. The wider Asian significance in those networks has been fostered not only by the region's deep capital and human resource assets but also by the catalytic actions of developmental states in the region. Moreover, decades of rapid air traffic growth have made Asia a crucial market for Boeing and Airbus. In response, the American and European giants have been compelled to outsource more of their business to Asia in order to win sales and to design new airliners tailored to the needs of Asian customers. Together, the increased importance of Asia in both the design and the manufacture of commercial aircraft point to a future in which Asia will capture an ever-larger share of the value created in one of the world's most technologically sophisticated and strategically significant industries

Summary/Abstract Turkey has been involved in the international consortium that builds the F-35 Joint Strike Fighter (JSF) since 1999. The relationship between Turkey and the consortium may appear to be rocky, however, because of Turkey's many hesitations to commit to the JSF program. In this article we argue that these hesitations are strategic, designed to extract maximum benefits for Turkey's defence industry from the consortium manufacturing the fighter jets. For in addition to wanting to buy these fighter jets, Turkey seeks to maximize the amount of local work-share to secure access to the software of the aircraft, and to accumulate enough experience that will eventually lead to designing and manufacturing a "fully indigenous" combat aircraft.
