| Summary/Abstract |
The emergence of the Indo-Pacific as a new geopolitical frame ofreference is embedded in the growing strategic importance of themaritime domain and the rise of states that have demonstrated theability to 'transcend' their respective subregions. However, the Indo-Pacific remains a concept in its infancy, as evidenced by the fact that itcontinues to compete with alternative conceptions of regional space inAsia. This article argues that India has a vested interest in the survival ofthis new strategic geography as it serves to reinvigorate the momentumof its post-Cold War re-engagement with Asia under the aegis of its 'LookEast' and 'extended neighbourhood' policies. In this context, India shouldcontinue to cultivate the Indo-Pacific concept and ensure its embrace inthe region's evolving strategic vocabulary.

| Summary/Abstract |
When Australia reneged on a AUD$90 billion submarine contract with France in 2021 as it joined AUKUS, a new trilateral military partnership between Australia, the UK and the US, it was accused of lying and breaching France's trust. This perceived act of betrayal not only led to a deterioration in the diplomatic relationship between Australia and France, but it also drew attention to the consequences of violating the norm of pacta sunt servanda—agreements must be kept. Although it is recognized that breaches of trust undermine relationships, what has been underexplored is how a violation of norms can also undermine the presumption of trust in international society more broadly. Focusing on how Australia broke its contract with France after it joined AUKUS, this article argues that Australia's conduct not only harmed its relationship with France, but it also led the European Union (EU) to raise questions about how much to trust AUKUS partners as it engages in the Indo-Pacific region. It posits that adherence to international norms is important for developing trust between states in international society and has the potential to facilitate cooperation and enhance security in the complex Indo-Pacific region and beyond.

| Summary/Abstract |
Innovations in technologies coupled with evolving military thinking have led to advanced emerging military technologies ranging from artificial intelligence, lethal autonomous weapons, hypersonic weapons, directed energy weapons, biotechnology, and quantum technology. These technologies not only open new domains in warfighting capabilities and strategy by changing the size and speed of destructions but may also bring challenges in curbing arms race, managing networks, and achieving peace and security. This study examines the rising significance of emerging technologies in Indo-Pacific security and further explores US strategies for building, dominating, and managing the different networks of technologies, domains, command and control (C2), alliances, and partners. As advanced technologies play a critical role in supporting national strategic goals, as in the case of China, it seems clear that the future of strategic competition will be dictated by who builds, dominates, and manages these networks and how one does it most effectively with clear strategic vision. In this paper I argue that networks are crucial in understanding emerging technologies and Indo-Pacific strategy for the unfolding era of strategic competition.
