Summary/Abstract |
It is well established that GHG emissions must be reduced 50 to 80% by 2050 in order to limit global temperature increase to 2 °C. Achieving reductions of this magnitude in the transportation sector is a challenge and requires a multitude of policies and technology options. The research presented here analyzes three scenarios: changes in the perceived price of travel, land use intensification, and increases in transit. Elasticity estimates are derived using an activity-based travel model for the state of California and broadly representative of the US. The VISION model is used to forecast changes in technology and fuel options that are currently forecast to occur in the US for the period 2000-2040, providing a life-cycle GHG forecast for the road transportation sector. Results suggest that aggressive policy action is required, especially pricing policies, but also more on the technology side, especially increases in the carbon efficiency of medium and heavy-duty vehicles.

Purpose-Discuss the potential of non-state centric economic cooperation.
Design/methodology/approach-Traditional engagement policies vis-Ã -vis North Korea have been state-centric, reciprocity-driven and ultimately, unsuccessful. This article proposes the promotion of sustainable, good-faith and meaningful economic exchanges by enrolling the active participation of North Korean elites through alignment with their vested interests.
Findings-Although controversial and even abhorrent from a normative perspective, the approach is eminently pragmatic and necessary to address the limited policy alternatives of an increasingly insecure regime which may eventually be forced to pursue drastic means to ensure its survival.
Practical implications-Non-state-centric international economic engagement is a non-exclusive policy prescription that seeks to broaden the range of viable policy options available to the North Korean regime.

Residential photovoltaic (PV) systems were twice as expensive in the United States as in Germany (median of $5.29/W vs. $2.59/W) in 2012. This price discrepancy stems primarily from differences in non-hardware or "soft" costs between the two countries, which can only in part be explained by differences in cumulative market size and associated learning. A survey of German PV installers was deployed to collect granular data on PV soft costs in Germany, and the results are compared to those of a similar survey of U.S. PV installers. Non-module hardware costs and all analyzed soft costs are lower in Germany, especially for customer acquisition, installation labor, and profit/overhead costs, but also for expenses related to permitting, interconnection, and inspection procedures. Additional costs occur in the United States due to state and local sales taxes, smaller average system sizes, and longer project-development times. To reduce the identified additional costs of residential PV systems, the United States could introduce policies that enable a robust and lasting market while minimizing market fragmentation. Regularly declining incentives offering a transparent and certain value proposition-combined with simple interconnection, permitting, and inspection requirements-might help accelerate PV cost reductions in the United States.

When the peso hit rock bottom in January, Ande Wanderer rang up her money dealer-a former official in Argentina's national government. She'd sold off her stocks, cashed in her American savings, and wired him the money. Now she rushed to his office, a ninth floor room in downtown Buenos Aires. The official exchange rate was 8 pesos to the dollar. But her dealer gave her 11-the black market rate at the time-and kept a small fee for himself. That meant she got some 40 percent more pesos for her U.S. money.

Summary/Abstract |
Although liberalism has been the dominant economic ideology in post-communist Poland, liberal parties have tended to struggle to win political majorities. After winning the 2011 parliamentary elections, Citizens' Platform (Platforma Obywatelska) became the first party in Poland's democratic history to win two consecutive elections. Despite its liberal ideological background, Platforma Obywatelska took a more pragmatic and cautious approach to economic policy, avoiding the introduction of strong austerity economic policies. This paper considers the debate within the liberal camp about Platforma Obywatelska's economic policies, with particular reference to the reform of pensions. It also looks at the plans of the government for more strident liberal economic reforms in its second term, at what impact these will have on the popularity of Platforma Obywatelska and at how this reflects a tension between the party's pragmatic concerns of government and commitment to liberal ideology.

Summary/Abstract |
This paper calculates a National Basic Consumer Price Index for Cambodia for 1993-2009 using data gathered in twelve provincial urban and rural markets and Phnom Penh, by the Cambodia Development Resource Institute (CDRI) and the Cambodian National Institute of Statistics (NIS), respectively. The data collected by the CDRI were used to calculate a Provincial Basic Consumer Price Index for Cambodia for 1993-2009. Data from the NIS Consumer Price Index for Phnom Penh were used to calculate a Basic Consumer Price Index for Phnom Penh for the same period. This latter index was combined with the Provincial Basic Consumer Price Index, using appropriate population weights, to calculate a National Basic Consumer Price Index for Cambodia. This is a measure of prices paid by the poor for basic consumer items. The paper concludes with a discussion of price movements for basic consumer goods over the period 1993-2009, along with a comment on policy implications arising from the study.

Different strategies have been used by the Rwandan government to promote capitalist accumulation. In some sectors, party and military owned enterprises are predominant. In others, the government has chosen to embrace market-led reforms. Ultimately, the vulnerability experienced by ruling elites contributes to the choice of how capital accumulation is promoted in different sectors. Ruling elites use party and military enterprises to centralise rents and establish control over the direction of economic policy. However, centralising rents is a political choice and excludes individuals from developing access to rents. The pyrethrum sector shows that the use of such groups has resulted in unequal outcomes despite increases in productivity. Reduced international prices have stunted further productivity. Conversely, the mining sector shows evidence of the pursuit of market-led reforms. These reforms have been accompanied by rapid growth in domestic production and exports. Foreign investment was necessary in order to bring capital and expertise to the sector. However, the government has struggled to retain the capacity to enforce legislation and discipline foreign investors in line with national priorities. Both sectors show evidence that ruling elites have been prompted by vulnerability to commit to economic development. Constraints that have accompanied strategies pursued in these sectors have forced the government to work ‘reactively’ to achieve strategic targets.

The March 2008 general elections in Malaysia have been characterized as a political "tsunami" with opposition parties enjoying stunning electoral success both at the federal and state levels. In the aftermath of these elections further upheavals in the Malaysian political landscape have taken place. However, is Malaysia witnessing a truly progressive moment, one that is long-term and structural, or is this instead a short-term, regressive, "restorative" moment? More specifically, what do the 2008 elections mean as far as the continuing evolution of Malaysias national identity is concerned? By adopting a Gramsican perspective and drawing upon some of Gramsci's key concepts this article endeavours to offer a more nuanced analysis of the recent elections and their meaning vis-Ã -vis (re)conceptions of national identity. In the process, this article seeks to explore the development and complex operation of hegemony with particular reference to notions of national identity in contemporary Malaysia.
