Summary/Abstract When it was formed, the Indian Navy had a vision to truly become a builder’s navy. Initial historical steps in this direction were license production of Leander class frigates at Mazagon Dock Limited (MDL) and setting up of an inhouse design organisation called Directorate of Naval Design (DND) headed by the Director General Naval Design (DGND). The DGND has played a crucial role towards achieving this goal. This article briefly reviews acquisition procedures and the role of design organisation in the process of acquisition.

Summary/Abstract While Indian Ocean Naval Symposium (IONS) has served as an ideal platform for sharing information and co-operation on maritime issues, the recent deployment of western naval ships in the Indian Ocean Region (IOR) further enhances this commitment. Indian naval ships Mumbai, Talwar, Teg and Deepak, under the command of Rear Admiral R. Hari Kumar, the flag officer commanding, western fleet, went on a two-month overseas deployment to east Africa and the southern IOR. The voyage started on October 1.

Summary/Abstract The Indian nuclear doctrine has become a regular feature of discussion and debate at most strategic meets. A fair amount of literature on the doctrine has been published by think tanks in India and the West. The first reason for debate is that India had formally placed the draft doctrine in 1999 before the international community, and thereafter, India issued a summary of the doctrine in a press release in 2003, to inform the world of the formalisation of the doctrine, thus, there are specifics to delve on. The second reason for debate is doubts about the credibility of the doctrine, the main doubt being on massive retaliation and No First Use (NFU). This article will examine issues related to the NFU policy.

Summary/Abstract Defence minister Manohar Parikkar has said that People’s Liberation Army’s (PLA) incursions (across the disputed border) are not serious. This is the traditional wisdom which puts premium on the disputed border with Pakistan prone to regular firings and attendant casualties than the disputed border with China where weapons are not used. This fallacy has survived over six decades since India’s first Prime Minister Jawaharlal Nehru declared that Pakistan, rather than China, was the main threat and should concern the armed forces. While the reality was always the opposite, it has acquired ominous overtures today. Unless the dynamics of the two borders are understood, peace on either will not be possible. In strategic terms, India’s rise will depend upon how the two military lines are understood and engaged: the 746km long Line of Control (LC) with Pakistan and the 3,488 Line of Actual Control (LAC) with China.

Summary/Abstract Submarine launched cruise missiles offer a deadly and standoff strike capability to India’s existing and planned fleet of diesel and nuclear submarines. Armed with conventional warheads, three distinct types will be in operation on Indian Navy submarines, both old and new. Submarine launched cruise missiles are not only expensive to procure, store and maintain, they are also expensive and time consuming to design and develop. Development of follow-on types for cruise missiles currently in service is already underway. The game-changer for India will, of course, be the submarine launched version of the Brahmos.

Summary/Abstract Inside the control room of the Information Management and Analysis Centre (IMAC) Gurgaon, a large screen maps - in real time - boats, vessels, surface ships that are operating in and around Indian waters. Relying on the inputs from various terrestrial networks (Indian Navy and Coast Guard stations), satellite communication systems, and coastal security radars, the coastal security surveillance software at IMAC can spot every surface craft, and once operational, it can also perform traffic analysis and evaluate threat perceptions. It assures the country a seamless maritime and coastal security. “This is the response of the country for events like 26/11 Mumbai terror attack,” said defence minister Manohar Parikkar.
