This study examines Kim Dae Jung’s 1998–2002 Sunshine Policy toward North Korea and the mutual reassurances between Taiwan and China from 2008 to 2013. Furthermore, it explores factors contributing to the failure of trust-building in the two cases, and the implications for reassurance theory as well as the prospects for inter-Korean and cross-Taiwan Strait relations.

This article examines two puzzles: China’s aid to North Korea coexists with a discriminatory trading relationship, and China continues to provide aid even as it tightens economic sanctions on North Korea’s nuclear program.

The rise of the Hong Kong local identity vis-à-vis the Chinese national identity has been particularly pronounced in recent years. This article argues that the “Mainlandization” of Hong Kong since 2003 has alienated Hong Kongers and threatened their sense of distinctiveness, which in turn has intensified their resistance to Beijing’s top-down assimilation.

Institutions do not always matter. They can make it easier for states to deal with non-traditional security threats and alleviate arms races, but they are less likely to matter in dealing with territorial disputes and negotiating multilateral trade agreements. We should neither overestimate nor underestimate the utility of ASEAN-centered regionalism in the Asia Pacific.
