Summary/Abstract The Republic of Belarus occupies the western periphery of geopolitical Eurasia, by which I mean the post-Soviet space, and is fairly far removed from Central Asia. This distance, however, does not mean that Belarus is safely protected from the security threats emanating from the Central Asian region, and, on the whole, Inner Eurasia. The Belarusian expert community is not indifferent to these problems. Belarus has preserved its military and strategic importance for Russia within the categories of European confrontation of the previous period. Today, it is consistently and actively involved in military integration within the CSTO. The armed forces of Russia and Belarus are tied together by the so-called coalition approach. Civilian and military experts of the Republic of Belarus are studying the hypothetical possibility of its involvement, at the technical level, in the Collective Rapid Reaction Force of the CSTO if and when NATO pullout of Afghanistan sends waves of instability across Central Asia.

Summary/Abstract The Russian-led Eurasian Economic Union (EAEU) is a key partner in China’s Belt, and Road Initiative (BRI), since it comprises the majority of territories which the BRI’s overland route, the Silk Road Economic Belt, needs to traverse as it crosses Central Asia on the way to Europe. The goal of this article is to explore the BRI in the context of BRI–EAEU coordination. The first part of the analysis focusses on the ways the Eurasian Economic Commission delineates the “Greater Eurasian Partnership” and counterposes it against China and the BRI. Then, the article compares two sets of interpretations of the BRI and “Greater Eurasian Partnership” obtained from interviews with elites in Kazakhstan and Russia. The interviews indicate that the BRI has had a much more forceful impact on local elites than Russia’s idea of “Greater Eurasian Partnership.”

Summary/Abstract UNTIL RECENTLY, many of those who speak and write about BRICS on a professional level were in a bit of a dilemma. Yes, over the past five years, the meetings of the heads of four (BRIC) and then five states (Brazil, Russia, India, China, and South Africa) seemed to be more like a political "club": a new platform for the discussion of global issues between the leading powers on the Eurasian, South American and African continents. Summit discussions were of an increasingly comprehensive nature, gradually expanding the agenda, but such facts in and of themselves did not as yet mean the formalization of a new association or alliance (although this was exactly what the media often referred to as the BRICS format).

Summary/Abstract As a top trading partner and the foreign investor in Kazakhstan, attempting to deepen bilateral relations and review its previous policy towards Kazakhstan and the post-Soviet Central Asian region (The post-Soviet Central Asian region unites five former Soviet republics: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) as a whole, the European Union is facing up to a new set of internal and external conditions which affects its approach to the East. One of the crucial determinants taken into account in terms of the European Union policy towards its Kazakh partner derives from the more advanced processes of Eurasian integration created by the Russian Federation. The question is whether the EU will be able to compete or complement the consistent steps of the Russian integration project and whether the EU should move beyond a trade and investment approach and place emphasis on the other strategic areas? The main research objective concentrates on the identification and examination of the relationship between political decisions and the economic ties of Kazakhstan and its main strategic partners. Considering the current geopolitical situation in Ukraine and Central Asia, the new ‘EU-Kazakhstan Enhanced Partnership and Cooperation Agreement’ will develop more areas targeted at security and stabilization issues. However, the top-down initiatives are only the legal basis of sectorial cooperation, and the intensification of bilateral relations comes from bottom-up cooperation and people-to-people contacts.

Summary/Abstract The concept of the Silk Road Economic Belt put forward by the Chinese President Xi Jinping in September 2013 has two major dimensions: “the Road” and “the Belt”. This article examines the background, the legal status, values, institutional framework and major areas of cooperation of the Shanghai Cooperation Organisation (SCO). In doing so, it argues that building “the Road” may lead to the following: (a) the transformation of the SCO from hitherto primarily security-oriented alliance into “the Belt”, i.e. an organisation pursuing also deep economic cooperation, and (b) the establishment of a Silk Road Union based on partnership between SCO and the Eurasian alliance, constituted by two most important regional integration groupings created in the post-Soviet area, the Collective Security Treaty Organization and the Eurasian Economic Union.

Summary/Abstract India has had long-standing interests in the Central Asian region. Vladimir Putin’s proposal for a Eurasian Union and the recent announcement of the creation of a Eurasian Economic Union (EEU) raises some important questions for this. What impact will the EEU have on Indian ambitions? We argue that all three Indian initiatives to ‘connect’ to Central Asia—the International North South Corridor, the IPI, and TAPI—now either have Russian support or involvement and do not pose a threat to Russia’s interest in maintaining its status as ‘first among equals’ in Central Asia. Further, if the proposed EEU gains traction it will enhance Russian influence over the states of Central Asia, which could in turn enhance Indian interests by facilitating greater access to trade and energy resources, blunting future Chinese expansion and providing a barrier to any expansion of Pakistani influence in the region.
