Summary/Abstract |
When the history of Indian defence industry is written, there would be two sure contenders gunning for the title of the most controversial acquisition, viz., the 1984 purchase of the Bofors 155 mm artillery gun and the ongoing, mired in debate, Indian Air Force’s (IAF’s) Medium Multi Role Combat Aircraft (MMRCA) project. The former has outlived its utility as a missile in the political arena while the latter has just begun its journey as a potential one, post the decision of the government to acquire 36 Rafale fighters from France in a government to government (G2G) contract.

Summary/Abstract |
In the modern day naval warfare, undersea threats pose major challenges for any navy’s blue water aspirations. The underwater threats can be at harbour as well as on high seas. At a harbour, the major threats are in the form of terrorist attacks using divers for boarding the vessels with explosives or to attach explosives to a vessel’s hull; mines at strategic locations which can be deployed using divers or remotely operated vehicles (ROVs); using underwater vehicles laden with explosives to collide with ships. As far as high seas are concerned, the threats are usually known/well studied and include underwater offensives which can be launched from any submarine, surface, or air platforms. In order to be a dominant force in the seas, the navies must be prepared for any eventuality, both at harbour and high seas.

The Indian Air Force (IAF) will now receive 36 Dassault Rafale ‘Omni-Role’ combat aircraft, the first of which is expected to arrive in 2017, once a formal contract is signed with Dassault Aviation. There is general agreement that the government-to-government approach was the best way to proceed with a deal that had been in limbo for quite some time.

In a move that will significantly enhance the strength of its air wing, Border Security Force (BSF) has inducted two of the most advanced medium lift helicopters, Mi-17 V5, on April 9. The helicopters will primarily be used in the internal security tasks in few areas of the Red Corridor and also in Jammu and Kashmir. Six more such helicopters in the same configuration will join the BSF air wing in two phases during the current financial year. The next batch of three helicopters are planned to join the force by May and the final three will arrive in September 2015.

As of this writing, the Indian Light Utility Helicopter (LUH) programme is progressing towards completion. Four helicopters from four different nations and commercial conglomerations are in the bidding for this lucrative contract. In addition to the Bell 407, the Eurocopter Fennec and the Kamov Ka-226T, Hindustan Aeronautics Limited’s (HAL’s) own design, known by the generic title LUH, is in the fight to win the contract.

Indian Air Force (IAF) plans to upgrade its tactical and medium airlift capability, have been setback by a number of years as a result of repeated delays. The result is that the IAF can now expect to induct a modern tactical transports and medium transports, in meaningful numbers only by the end of this decade. The Multi-Role Transport Aircraft (MTA) being designed by United Aircraft Corporation (UAC) and Hindustan Aeronautics Limited (HAL), is substantially delayed and is now scheduled to make its maiden flight by 2019-2020. The IAF at present operates the obsolete, HAL license produced HS-748 ‘Avro’ (inducted between the Sixties and Eighties) and Antonov An-32s inducted between 1984 and 1991.

Indo-Tibetan Border Police (ITBP) force is planning to raise 16 battalions in the next four to five years. While there was a proposal previously to induct eight battalions in Arunachal Pradesh, the home ministry has further given the approval ‘in-principle’ for eight additional battalions - taking the count to 16 now. Apparently, the new director general (DG), Krishna Chaudhary, raised the issue of increasing the strength with the home minister Rajnath Singh, few weeks after he took charge as the DG. The main intention of these additional forces is to enable rest and recuperation for the troops that are deployed in the tough and inhospitable high altitude regions.

The prime component of China’s military strategy (A2/AD) is ‘offensive defence’ where surprise and pre-emption plays the key role. In this, ballistic missiles would play an important role, particularly in the opening hours of any conflict in the region. This concept is quite well laid out for a Taiwan scenario. It is to be noted that China has deployed more than 1,500 short range ballistic missiles (SRBMs) across the Taiwan Strait. The basic objective is, at the least, to soften enemy forces and, at the best, to break their war waging ability. The first objective of these asymmetric build up is to create a strong deterrent against any external military intervention so as to broaden the space for additional policy option to the leadership, particularly for assertive actions.
