The author examines the purpose for which a system of reserve units is established as part of the Armed Forces, and looks at its purposes and functions, and the goals it fulfills. He offers a novel approach to the classification of characteristics distinguishing the system and suggests principles that should be used as the foundation on which a system of reserve units must be activated and operated.
