Summary/Abstract After the ASEAN Concord II called for the building of an ASEAN Community in 2003, the creation of an ASEAN Community became a concrete part of the political agenda for the nations of Southeast Asia, and an ASEAN Community is scheduled to be created in 2015. However, it will all be for naught if the ASEAN Community that is established does not truly contribute to the stability and prosperity of the region. From this point of view, the article will attempt to evaluate the development of an ASEAN community concept and efforts to create it. To clarify the ideal of a true community, this article will take up Karl Deutsch's concept of "pluralistic security communities" and reconsider what a community requires. The article will state that the efforts to create an ASEAN Community should not be underestimated, and the blueprints for the creation of the ASEAN Community outline the formation of a true regional community. It will, however, conclude that in reality there exist factors within the ASEAN region that may shake the development of an ASEAN Community. It has to be said that the fostering of a sense of community at the level of ordinary people, as well as the creation of a community in which fundamental values and norms are shared, are distant propositions.

Summary/Abstract The Chinese Initiative of jointly building the Belt and Road has drawn world-wide attention since 2012, and it is reasonable to believe that the ongoing implementation of the Belt and Road strategy will sustainably attract the international society in the years to come. Although the Chinese Government only recently made public the official paper entitled Vision and Actions of the Belt and Road, discussion and comments have been speedily and increasingly abundant among politicians, economists, entrepreneurs and scholars in various disciplines both in China and abroad. In spite of the difficulty at the moment to define the Belt and Road conceptually, especially from a legal point of view, this article tries to make a conceptual analysis of it with available sources and by comparison with its related traditional concepts of regional economic integration, partnership arrangement and community of common destiny, the last of which is as new as the Belt and Road. Finally, the author concludes that the Belt and Road is a new formula of global governance which bears some elements of regional economic integration on the one hand and resembles to some extent a partnership arrangement between States on the other hand. However, the implication of the Belt and Road surpasses both regional integration and partnership. It takes both as its basis and priorities with a far-reaching view of building a regional community of common destiny. This new type of regional community aims at building a “community of shared interests”, “a community of shared destiny” and “a community of shared responsibility”. In essence, it is a part of the community of common destiny of the whole of mankind.

Summary/Abstract The international system of nation-states is evolving into something more complex and indeterminate. One important development has been the creation of regional communities. If these are to thrive in their own distinctive way, national governments, including the United States, will need to support creative policies that harmonize interests, not only within such communities but also among them. Policy planners, therefore, must think globally and regionally.

Summary/Abstract In the article one analyses the geopolitical processes connected with the reunion of Crimea with Russia and the local community integration into the Russian social and economic as well as political and legal framework. The Reunion of Crimea with Russia is interpreted as culture and historic as well as political precedent. There are revealed the peculiarities of the political and legal as well as social and economic development of the Crimea in the context of its influence on the social and political processes. One has analyzed the processes, conditioned by the reformatting of the authorities and changes in the system of the state administration in the Republic of Crimea. There have been identified the peculiarities of the constitutional process, activities of the public organizations and mass media, interethnic and inter-confessional relations.

Summary/Abstract This article seeks to explore how stable regional order under the possible community formation can be created in East Asia in moves towards China's ascendancy. For this objective, it takes advantage of a framework assuming that the development of an East Asian community would be possible under conditions that the states in the region develop common identity and norms, as well as multilateral institutions that guarantee the long-term interest. Moreover, the society needs to be involved in identity formation and institution-building. This article argues that China has been gradually embedded into formal multilateral institutions and less formal policy networks formed by state and non-state actors, which have been conducive to the creation of a regional community. However, both collective norms at the governmental level and shared cultural consciousness at the public level have not developed enough to have significant influences on directing China firmly to the formation of a regional community.

Summary/Abstract This article examines prospects for solidarity, defined as an ethos of collective responsibility that works across a political community's normative values and policy decisions, as a unifying idea that can inspire and promote steps toward regional political community across East Asia. Just as the European Union's (EU) founders and its past and present visionaries have appealed consistently to an inclusive, transnational model of solidarity in framing and pursuing European integration, notions of solidarity also contain important affinities with prospects for building an East Asian community. First, the paper examines how the idea of solidarity has evolved in European political thought and especially how solidarity has emerged repeatedly as one of the important concepts throughout the political development of the EU. Then, the paper turns to East Asia and considers the relevance of solidarity as an important principle in aspirations and endeavors toward the creation of an East Asian community. We base our analysis upon a variety of sources, including statements and speeches from key political actors, scholarly books and articles, and news accounts and commentaries. We illustrate how earlier manifestations of solidarity in East Asia have often been cast in ways that set the region apart from the rest of the world and have framed particular groupings of Asian countries in opposition to the West, and we argue that a redeployment of solidarity is needed in East Asia that instead emphasizes an ethos of collective responsibility among the principal national actors and external stakeholders within the region and beyond. In contrast with interpretations that suggest that the conditions for developing East Asian community are inescapably distinct from the circumstances in Europe during the second half of the twentieth century, we argue that the idea of solidarity has great potential to advance regional collaboration in East Asia.
